Job description

Project HSSE Manager – Lázaro Cárdenas

At APM Terminals, a global leader in port and terminal operations, we enable global trade and drive sustainable growth. What drives us forward is a mindset of always improving — observing how work happens, identifying what creates value, and removing what gets in the way. We constantly look for smarter, simpler, and safer ways of operating. If you thrive in environments where people value learning and are committed to continuously improve daily operations, join us and be apart of our journey.

What We Can Offer

At APMT Terminals, we foster a dynamic learning and training culture that empowers our employees to excel. Our commitment to improvement is driven by Lean principles, ensuring that every team member has the opportunity to develop their skills and advance their careers. Experience a diverse, multinational workplace where your operational insights directly influence how we work.

As Project HSSE Manager, you will join the core team responsible for the Lázaro Cárdenas Extension project. You will lead the Health, Safety, Security and Environmental discipline, ensuring the upgrade of the existing facilities is executed safely, professionally and in compliance with local legislation, corporate standards and industry best practices.

You will have the opportunity to:

  • Influence HSSE strategy throughout the lifecycle of a large-scale infrastructure project.
  • Collaborate with culturally and technically diverse internal and external stakeholders.
  • Strengthen contractor capabilities through training, coaching and continuous improvement.
  • Develop your leadership experience within an international and operationally complex environment.
Key Responsibilities
  • Define the project’s HSSE vision, strategy, goals and objectives, and implement the HSSE management plan in alignment with the APM Terminals framework and Mexican regulations.
  • Identify, assess and manage HSSE risks while supporting risk reviews, KPI reporting, audits, inspections, safety tours and assurance activities.
  • Foster a proactive HSSE culture by implementing the APM Terminals Fatal 5 Program, encouraging open dialogue and understanding the conditions that influence safe work.
  • Lead incident management processes, including transparent reporting, learning-focused reviews, high-potential incident investigations and knowledge sharing.
  • Coordinate emergency preparedness and crisis communication protocols with terminal operations, contractors, suppliers and external authorities.
  • Embed HSSE requirements within contracts and procurement processes, monitor contractor compliance and ensure corrective actions are tracked and completed.
  • Coordinate interfaces and high-risk activities through planning and permit-to-work processes, maintaining an active presence during challenging operations.
What We Are Looking For
  • Continuous improvement mindset: we are looking for someone who brings a thoughtful improvement mindset, curious about how work gets done and motivated to make meaningful, sustainable improvements over time.
  • Leadership expectation: We are looking for people who consistently put customers first, lead by example with respect for people, deliver results with integrity, and drive continuous improvement by solving problems at the root, developing people, and raising standards every day.
  • At least 10 years of relevant professional experience managing and monitoring outsourced supply chains within the construction or asset delivery sector.
  • Demonstrated accountability for the HSSE workstream on at least two large-scale and complex capital infrastructure projects, preferably in Mexico.
  • Experience in marine and civil construction works, including piling, dredging and quay wall construction.
  • Strong knowledge of Mexican NOM standards and applicable HSSE requirements.
  • A bachelor’s or master’s degree in Safety, Security Management or a related discipline, supported by relevant HSE-accredited certifications.
  • Strong leadership, communication, coaching and stakeholder management capabilities, with the ability to influence change across diverse teams.
  • Native Spanish and fluent English, with confidence presenting and communicating with internal and external stakeholders.

This is a unique opportunity to influence the future of project safety, environmental stewardship, and operational excellence at APM Terminals. If you are ready to make a lasting impact, we look forward to hearing from you.
