Discovery Land Company in La Paz, MX seeks a Learning and Development Manager to design, implement, and oversee training and leadership programs at El Dorado Golf & Beach Club. The role ensures compliance with Mexican labor laws, coordinates onboarding, and drives engagement across the organization.

The individual will partner with management to align development initiatives with corporate goals, monitor ROI, and lead cross-cultural training efforts within a luxury hospitality environment.

Formación

  • Bachelor’s degree in HR, Education, Communication, Organizational Psychology, or related field.
  • Minimum of 3 years’ experience leading L&D in luxury hospitality.
  • Familiarity with Mexican Labor Law (LFT) and STPS L&D regulations and compliance.
  • Fluent in English and Spanish (ideally bilingual).

Learning and Development Manager Discovery Land Company La Paz, MX

Join the Discovery family, where quality and service are at the heart of everything we do! We are seeking a Learning & Development Manager to join El Dorado private golf and beach club community. This role will be located at one of Discovery Land Company’s location; El Dorado Golf and Beach Club , set at Los Cabos, Baja California Sur, México. Full-Time | On-Site

BASIC FUNCTIONS:

The Learning and Development Manager is responsible for designing, implementing, and evaluating strategies that elevate operational standards, strengthen employee skills, and foster leadership and organizational culture. This role partners with division management to align development programs with corporate goals, ensures strict compliance with Mexican labor law and STPS requirements in training, and provides ongoing follow-up to DLC corporate Learning and Development initiatives. By integrating business objectives with legal obligations, the manager guarantees that learning efforts drive performance, uphold employee experience, and meet regulatory standards.

RESPONSIBILITIES OF THE POSITION:
Strategic & Program Management:
  • Collaborate with managers and leaders to align training initiatives with business outcomes and corporate goals.
  • Design, implement, and oversee the yearly training plan, ensuring compliance with Mexican labor law and STPS requirements.
  • Implement and follow up on DLC corporate Learning and Development initiatives.
  • Identify current and future skill /training gaps through job analysis, career paths, org climate, etc.
  • Develop and deliver training programs that strengthen employee skills, leadership competencies, and organizational culture.
  • Coordinate training on company policies, operational standards, and procedures.
  • Monitor training effectiveness, ROI, and report results to HR Director and leadership when requested.
  • Ensure training initiatives deliver measurable outcomes and timely achievements.
Compliance & Safety:
  • Ensure adherence to NOM-035, STPS protocols, Training MX committee and compliance including DC1, DC2, DC3 and DC4.
  • Food handling: Coordinate mandatory food handling training sessions (February and June).
  • Health, safety, and security: Support programs that reinforce workplace safety and security standards.
Employee Development & Engagement:
  • Induction and orientation: Conduct onboarding sessions to integrate new employees effectively.
  • Team building: Organize and facilitate activities that promote collaboration and workplace engagement.
  • Internship programs: Coordinate internal and external internships, including partnerships with universities.
  • Employee recognition: Manage recognition programs such as tenure letters and pins, birthdays, monthly performance awards,etc
  • Employee events: Plan and coordinate employee events, maintaining an annual calendar.
  • Ensure the promotion and posting of current audiovisual content across the different internal communication channels such as StaffApp, email & LinkedIn.
Administration & Reporting:
  • Manage bilingual (English, Spanish) training program, provide monthly reports.
  • Consolidate training results and present updates to different areas, ensuring sign-in lists and documentation are complete.
  • Oversee usage and condition of training rooms, equipment, and furniture.
  • Responsible for administrative processes such as invoice payments, quotations, etc. within their area, as well as managing area budget to ensure efficiency and impact within the established resources.
  • Trend monitoring: Stay updated on training trends and best practices to keep programs innovative.
  • Cross-cultural collaboration: Work effectively with diverse teams, fostering inclusion and respect.
QUALIFICATIONS AND EDUCATION REQUIREMENTS:
  • Bachelor’s degree Diploma in Human Resources, Education, Communication, Organizational Psychology, or related field.
  • Minimum of 3 years’ experience leading L&D in luxury hospitality.
  • Knowledge of Microsoft Office, Canva, Outlook, Teams.
  • Fluent in English and Spanish (ideally bilingual or at least 75% English.
  • Knowledge of organizational development.
  • Familiarity with Mexican Labor Law (LFT) and STPS L&D regulations and compliance.
