Qualifications

• Bachelor’s degree in engineering, construction management, environmental science, or related field.
• Master’s degree preferred.
• 5+ years of experience in environmental infrastructure development, especially water/wastewater.
• Experience planning, design, construction management, or operation of utilities.
• PE license, PMP, CCM, or comparable certification strongly preferred.
• Bilingual Spanish and English required; full bilingual fluency preferred.
• Proficiency in MS PowerPoint, Word, and Excel.

Responsabilités

• Provide expert guidance to project sponsors on NADBank programs and grant requirements.
• Conduct and oversee technical, environmental, and social due diligence for infrastructure projects.
• Define and refine project scopes of work; oversee procurement; manage consultant and contractor deliverables.
• Coordinate multidisciplinary due diligence with internal departments, sponsors, consultants, and agencies.
• Evaluate social impacts and community considerations; develop mitigation strategies.
• Prepare detailed technical analyses and recommendations to support certification packages.
• Serve as NADBank’s primary liaison with sponsors, partners, regulators, consultants, and internal teams.
• Manage all phases of grant-funded project implementation and construction oversight.
• Monitor budgets, schedules, risks; evaluate change orders; ensure grant compliance.
• Lead project close-out activities and capture lessons learned.
• Travel regularly within NADBank’s jurisdiction to monitor progress and support field oversight.
