Elgin seeks a Permitting Manager to join our Italian team in central Rome. You will lead feasibility, permitting and development for utility-scale Solar PV and BESS projects across Italy.

In this role you will combine planning expertise, GIS analysis and environmental awareness to accelerate the pipeline, manage external consultants, and ensure consent and delivery readiness. Fluency in Italian and English is essential, with a strong renewables network.

Competenze

  • Significant demonstrable experience in renewable energy development and permitting in Italy, with exposure to utility-scale Solar PV and/or BESS projects.
  • Background in renewable energy, environmental engineering, architecture, landscape architecture, or urban planning.
  • BA or MA degree in economics, engineering or related discipline.
  • Experience in land evaluation via GIS platforms and/or Google Earth and pre-feasibility analysis with environmental constraint analysis.
  • Strong understanding of Italian planning and permitting processes for utility-scale renewable energy projects.
  • Experience coordinating consultants and interacting with municipalities, regional authorities and other stakeholders throughout the permitting process.

  • Lead project permitting activities, engaging with authorities, consultees and key stakeholders throughout the planning process to secure successful outcomes.
  • Work closely with Development, Grid, Engineering, Procurement, Construction, Legal and PMO teams to advance projects through the full development lifecycle, from feasibility assessment through to planning consent and secondary permit in line with the One Elgin framework.
  • Support the transition of consented projects into delivery by ensuring key permitting, planning conditions, stakeholder commitments and project risks are clearly documented and handed over to internal delivery teams.
  • Maintain accurate project reporting, permitting schedules and pipeline tracking within internal systems.
  • Understand Elgin’s legal agreements (Land Agreements, Development Service Agreement and Share Purchase Agreement), origination and development strategy.
  • Drive and promote the corporate values of Elgin within the workplace.

Job Description

We are looking to add a Permitting Manager to our growing Italian team, based in our office in central Rome. This is an exciting opportunity for a dynamic and motivated professional to play a key role in the assessment, development and permitting of utility-scale Solar PV and BESS projects across Italy.

The successful candidate will contribute to the expansion and acceleration of Elgin’s development pipeline by carrying out feasibility/constraints analysis and speeding up projects through planning. Working closely with local partners, consultants, authorities and internal delivery teams, you will help progress projects from early-stage screening through to planning submission, permitting and readiness for construction.

You will combine a strong understanding of project development, planning and permitting processes with commercial awareness, helping to evaluate opportunities from both a technical and development perspective. If you have experience in progressing projects through planning, a strong network within the industry, and a deep understanding of the land constraints analysis, this could be the perfect opportunity for you.

What you will do

What you will need

  • Strong understanding of Italian planning and permitting processes for utility-scale renewable energy projects.
  • Experience progressing utility-scale Solar PV and/or BESS projects through the planning and permitting process, including successful planning approvals.
  • Experience coordinating consultants and interacting with municipalities, regional authorities and other stakeholders throughout the permitting process.
  • Experience supporting the handover of renewable energy projects from development/permitting into construction delivery is advantageous.
  • Familiarity with PV facility layouts, planning requirements, environmental constraints and applicable regulations and standards.
  • Technical understanding of PV and BESS power systems and grid connection processes is advantageous.
  • Proven ability to assess opportunities from an environmental and permitting perspective.
  • Strong commercial awareness, initiative and self-motivation
  • Problem solving and a “positive can-do attitude”, coupled with a high level of resilience
What we offer

Annual gross base salary of €70,000–€90,000, depending on experience, in addition to a performance-related bonus.
