Job summary

IBM is seeking a Senior Oracle Cloud Program Manager to lead complex, multi-year Oracle Cloud programs for the public sector. You will guide delivery excellence, coordinate cross-functional teams, and translate client needs into scalable services strategies within IBM's Government Delivery.

You will manage multiple work streams, build executive relationships, and ensure delivery within scope, time, budget, and quality while expanding services and driving value.

Qualifications

• Minimum 15 years of consulting experience.
• At least 6 years in managing projects/programs for public sector clients.
• Experience with ERP and HCM SaaS, preferably Oracle Cloud.
• Background as architect/solutions specialist, business development manager, or project manager.
• Strong communication and relationship-building across client organizations.

Responsibilities

• Direct multi-year client engagements and manage delivery within scope, time, budget, and quality.
• Lead multiple project work streams, coordinating with project managers, account managers, and delivery leadership.
• Develop and integrate project deliverables and write clear statements of work.
• Identify profitable add-on opportunities and support presales and pursuit activities.
• Build strong client relationships at senior levels and navigate executive steering committees.
• Establish best practices for public sector and expand IBM service lines within clients.
• Orchestrate delivery-led growth and client advocacy through forums and partnerships.
• Maintain long-term relationships post-project and ensure client satisfaction through proactive risk and change management.
• Function as a solution expert, aligning Oracle Cloud capabilities with client business goals.
• Represent IBM delivery methodology in client pursuits and industry forums.
