BB&E Consulting Engineers and Professionals seeks an Expeditionary Project Manager to support NAVFAC EURAFCENT at NSA Naples, Capodichino, Italy, with expansion across the EURAFCENT theater. You will lead project governance, cost estimation, scheduling, and contractor coordination to deliver complex federal facilities programs.

Competenze

  • Minimum five years of professional architectural or engineering facilities design experience.
  • Experience on facilities projects or Capital Improvement projects for a Federal Agency.
  • Registration as a Registered Architect (RA) or Professional Engineer (PE) desirable.
  • Knowledge of DoD and Navy guide specifications, NAVFAC criteria and policy, and NAVFAC eCMS.
  • Willingness to relocate to Naples, Italy and travel across the EURAFCENT theater.
  • Strong communication skills and proficiency with MS Office.

Mansioni

BB&E is a full-service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.

Position Summary

BB&E is seeking a dynamic and detail-oriented Expeditionary Project Manager (XM) to provide project management services supporting NAVFAC EURAFCENT at Naval Support Activity (NSA) Naples (Capodichino), Italy, with expanded support across the EURAFCENT theater including three U.S. Geographic Combatant Commands (EUCOM, AFRICOM, and CENTCOM). This position reports to the NAVFAC EAC Expeditionary (EX) Directorate and supports their project management execution. This position is contingent upon contract award.

Job Duties & Responsibilities
  • Provide independent, timely, and professional architectural and engineering support, services, and consultation for the planning, design, construction, repair, and maintenance of facilities and other real property infrastructure for Supported Commands
  • Provide project management services from project initiation through project closeout, including project governance, planning, design management, quality assurance, cost estimating, scheduling, funds management, project monitoring, and project closeout
  • Conduct construction site visits and inspections to verify construction progress and ensure contractor compliance with contract documents, specifications, approved submittals, safety regulations, and quality control plans
  • Manage the overall submittal process to ensure timely communication of project requirements and acceptability of Construction Contractor proposed products and installation procedures
  • Draft responses to Requests for Information (RFI) for Government approval to resolve questions, ambiguities, or conflicts in the contract documents
  • Provide overall project schedule management, identify potential delays, assess the impact of changes, and recommend corrective actions to the COR
  • Develop accurate and reliable cost estimates for project phases, proposed changes, value engineering, and other cost-related activities
  • Provide technical analysis and evaluation of Construction Contractor proposals to support fair and informed negotiation of changes and resolution of claims
  • Review Requests for Payment submitted by designers, construction contractors, and commissioning agents, and make payment recommendations to the COR
  • Verify systems commissioning is performed in accordance with contract documents, and provide Critical Systems Acceptance, including design review, inspection, testing, and documentation
  • Establish and maintain clear communication among all project stakeholders, including the Construction Contractor, DOR, COR, Supported Command, and other interested parties
  • Administer Project Governance in accordance with NAVFAC Instruction 11013.41B, including Project Management Plan, Risk Management Plan, Change Management Plan, and leadership team meetings
  • Facilitate project meetings and prepare agendas and minutes for all contractually required meetings, including Pre-Construction, Post-Award Kickoff, Partnering, Quality Control, and NAVFAC Red Zone meetings
  • Use NAVFAC's eCMS program for project correspondence, submittal process, RFI process, and storage of project documentation
  • Submit weekly Construction Management Reports covering cost, schedule, activities, risks, quality, and Key Performance Indicators
  • Coordinate Construction Contractor access to military installations, including background checks, DBIDS enrollment, and access credential termination
  • Manage the Project Closeout Process, including closeout document review, NAVFAC Red Zone process, Completion Inspections, warranty management, financial reconciliation, and CPARS narratives
Requirements
  • U.S. Citizenship and the ability to obtain/maintain a NACI/CAC is required
  • Federal Facilities Experience: At least one (1) year of experience working on facilities projects or Capital Improvement projects for a Federal Agency is required
  • Registration: Registration as a Registered Architect (RA) or Professional Engineer (PE) is desirable
  • Federal Knowledge: Knowledge of DoD and Navy guide specifications, criteria, and policy; the International Building Code; Life Safety Code; and NAVFAC computer systems and software including eCMS
  • Location & Travel: Willingness to relocate to and reside in Naples, Italy, and to travel across the EURAFCENT theater (EUCOM, AFRICOM, CENTCOM) and to NSA Bahrain, is required
  • Strong Communication Skills: Excellent verbal and written communication skills, with the ability to prepare technical analyses, present designs and study results, and coordinate multidisciplinary teams
  • Software: Proficiency using MS Office software including Excel, Word, and PowerPoint, and architectural or engineering design and analysis software
  • Self-Starter: Highly motivated, with the ability to manage multiple tasks and deadlines autonomously
Experience & Education
  • Experience: A minimum of five (5) years of professional architectural or engineering facilities design experience, including at least one (1) year on facilities projects or Capital Improvement projects for a Federal Agency, is required
  • Education (Architect path): Completion of a course of studies accredited by the National Architectural Accrediting Board (NAAB) earning a bachelor's or master's degree in Architecture, from a National Council of Architectural Registration Boards (NCARB) accredited program or approved equivalent experience, supplemented by hands on facilities design experience, is required, OR
  • Education (Engineer path): Completion of a course of studies accredited by the Accreditation Board for Engineering and Technology (ABET) earning a bachelor's or master's degree in Engineering, supplemented by hands on design experience, is required
