Job summary

LRQA Mumbai is seeking a Technical Subcontractor Recruiter to build and manage a global network of inspectors, auditors and specialists. You will identify candidates, screen technically, onboard subcontractors and maintain compliant, cost-effective resources.

The role partners with Sales and Operations, negotiates contracts, develops scorecards, and monitors performance to support LRQA's growth in TIC, Engineering and industrial services.

Qualifications

  • Bachelor’s degree in engineering; recruitment or supply chain certification preferred.
  • 5-8 years in Talent Acquisition, Resource Management, Procurement, or Vendor Management.
  • Experience sourcing technical professionals globally.
  • Experience with multinational operations and dispersed resources.
  • Proven track record recruiting Inspectors, Technical Experts, NDT personnel, engineers.

Role Purpose

The Technical Subcontractor Recruiter - WWI is responsible for developing and managing a sustainable global ecosystem of subcontractor agencies, independent inspectors, expeditors, technical specialists and auditors to support LRQA's Inspection and other businesses. The role serves as the critical link between business demand and external talent supply, ensuring qualified technical resources are available globally at the right cost, quality and speed.

The role will focus on identifying, attracting, qualifying, onboarding, and maintaining a high-quality network of technical professionals across multiple disciplines, ensuring rapid fulfillment of client requirements while maintaining compliance, quality standards and competitiveness.

This position is critical to supporting LRQA's global growth strategy and ensuring availability of qualified competent technical resources in key markets.

Key Responsibilities
Subcontractor Pool Management
  • Source, recruit, & onboard inspectors, auditors, expeditors, and technical specialists globally.
  • Build and maintain subcontractors and freelance specialists pool (warm bench) across sectors (viz. Oil & Gas, Renewable Energy, Power & Utilities, Petrochemical, Manufacturing, Mining & Metals, Food & Beverage, ESG and Sustainability Services and other sectors
  • Develop proactive recruitment campaigns for strategic regions and technical disciplines.
  • Proactively engage with Sales and operations teams to forecast resource requirements.
  • Utilize direct sourcing, LinkedIn, referrals, professional associations, industry networks, recruitment platforms, and market mapping techniques to identify suitable resources.
  • Own and continuously optimize the global resource database, ensuring visibility of competencies, certifications, geographic coverage, availability, rate cards and performance history.
  • Ensure profiles, certifications, competencies, language skills, and availability are regularly updated.
  • Develop / refine competency matrix
  • Develop a robust subcontractor screening and evaluation process
Technical Qualification & Screening
  • Conduct detailed screening and interviews of candidates. Verify: Technical qualifications, Industry certifications, competencies, work permits and legal eligibility
  • Coordinate technical assessments with LRQA subject matter experts / Client facing teams.
Contract Management
  • Lead negotiation with subcontractor agencies or direct inspectors and secure competitive contracts in terms of pricing, payment terms and risks coverage
  • Ensure smooth onboarding of subcontractors in LRQA systems
  • Develop relationships and review performances of existing subcontractors
  • Proactively negotiate and renew existing subcon contracts to ensure contractual compliances
  • Develop supplier scorecards and performance metrics.
  • Monitor subcontractor performance, responsiveness, quality, compliance and commercial competitiveness.
  • Drive supplier rationalization and strategic supplier partnerships.
  • Closure and exiting resources: Review and establish proper closure procedures for termination. Feedback / evaluation form for non-performing / non-conforming subcontractors
Stakeholder Management
  • Partner with Sales and Operations teams to forecast resource requirements by geography, service line and discipline.
  • Develop capacity planning models to identify future talent shortages / recruitment priorities.
  • Support business growth initiatives through proactive talent pipeline development.
  • Provide monthly talent intelligence and resource capacity reports to the Leadership, highlighting current activities, talent gaps, sourcing risks and mitigation plans.
Vendor & Agency Management
  • Manage relationships with subcontractor agencies / independent inspectors
  • Evaluate sourcing effectiveness and recruitment ROI.
  • Negotiate recruitment terms where appropriate.
Talent Intelligence & Market Insights
  • Monitor global market trends
  • Identify emerging technical skills and talent shortages
  • Recommend sourcing strategies and new recruitment channels
  • Benchmark compensation and contractor rates.
Process Excellence & Compliance
  • Ensure compliance with LRQA policies, Employment legislation, Data privacy requirements, Contractor onboarding processes
  • Support continuous improvement of recruitment processes and systems.
Qualifications & Experience
  • Education: Bachelor’s degree in engineering; Professional certification in recruitment, talent acquisition, procurement, or Supply Chain Management is preferred.
  • Experience: 5-8 years of experience in Talent Acquisition, Resource Management, Procurement, or Vendor Management
  • Demonstrated experience sourcing technical professionals globally
  • Experience supporting multinational operations with geographically dispersed resources.
  • Proven track record in recruiting and/or procuring: Inspectors, Technical Experts, NDT Personnel, Welding Inspectors, HSE Specialists, Engineering Consultants, Auditors
  • Experience within TIC (Testing, Inspection & Certification), Engineering Services, Industrial Services, Energy, Renewables, Manufacturing, or Certification sectors preferred.
