Haryana Knowledge Corporation in Panchkula invites experienced professionals to join as State Programme Manager. The role focuses on managing industry, NGO, and government partnerships, with a mandate to drive skill development initiatives across Haryana.

The candidate will coordinate with PIAs, prepare proposals, supervise training centres, and lead district teams. Proficiency in English and Hindi, MS Office, and governance guidelines is essential.

• Post-qualification experience of minimum 7 years in industry engagements, marketing, sales and partners engagements.
• Experience with forging linkages with industries, NGOs, State/ Local government.
• Experience in assisting set-up of self-employment initiatives for skilled youth through incubation.

• Attend workshops/webinars and support minutes of meetings for State Program Managers.

A. Required Education Qualification -

• Post-Graduation or equivalent in Management OR MSW/ MBA (Rural Development) OR MBA (Marketing) OR Post Graduate Rural Development Management preferably with 1st Division.

B. Experience Required-

• Minimum 7 years' post qualification experience in relevant fields dealing with industry engagements, marketing, sales and partners engagements.
• Proven experience of handling projects involving forging linkages with industries, Non-Government Organizations (NGOs), State/ Local government.
• Experience in assisting set -up of self-employment initiatives for the skilled youth through incubation preferred. The experience should be in post qualification.

C. Key Roles & Responsibilities-

• He/ She shall be self-motivated to take initiatives for assigned projects and activities by the client.
• Drafting of notes, official letters and proposals based on skill set essentially desired and scope of designation.
• Presentation of proposals to state proposal screening committee chaired by Chief Executive Officer, Additional Chief Secretary, Development and Panchayats Department, Haryana.
• He/ She will ensure physical visits and coordination with PIAs for training centres.
• He/ She will be single point of contact with all PIAs Haryana.
• He/ She will develop PIA coordination mechanism consisting of weekly/ monthly review meetings (Physical and Video Conferencing).
• He/ She shall ensure the coordination with new PIAs for project application, PAC approval, Project Sanction, Signing of Work Orders or any other coordination and support required during the activation of training centres and mid of project execution.
• Coordination with NMMU-DDU GKY, MoRD, GoI for submission of status, liaison with the client and execution of program accordingly.
• He/ She shall ensure PIA capacity building & development plan for weak PIAs.
• Execution of approved proposals on coordination with QA team for inspection, pre-training inspection, surprise inspections, due diligence and release of show-cause notice to PIAs accordingly.
• Capacity Building of PIAs and field teams for SoP compliances, branding, physical attendance of trainees, biometric attendance, CCTV and hostel management norms.
• Attend State/ National level workshops/ webinars/ meetings etc. and support in finalizing minutes of meeting to other State Program Managers as and when required.
• Team management at district level across Haryana.
• Support State Program Managers of other domains.
• Other assignments as per directions of client.

D. Skills Required-

• Excellent English & Hindi Communication Skills radiating well-versed with the knowledge and self-learning attitude towards adopting government work environment (Drafting of notes, letters, reports, presentations).
• Practical knowledge of MS Office, E-mail. In-depth knowledge on DDU-GKU guidelines, SoP, common norms, evident expertise in skill development sector, finance and fund management, audit and compliance, MIS dashboard and reporting, Team management, basic knowledge of legal notices for recovery, MoU, contract management, Hands-on experience in PFMS EAT Module, Utilization Certificates.
