Job summary

Haryana Knowledge Corporation in Haryana invites a senior professional to lead project performance management, quality assurance and monitoring across development projects. You will oversee inspections of PIAs, due-diligence, and ensure training quality and compliance with DDU-GKY 2.0 norms.

Responsibilities include drafting notes and proposals, coordinating inspections, preparing monthly quality reports, and guiding district teams.

Qualifications

• MBA (Project Management) or MBA in related streams with first division.
• Minimum post-qualification experience in project performance management or QA/monitoring.
• Experience with PIAs, due diligence, financial capacity inspection and training quality.
• Exposure to state/central PMUs and sector skill councils preferred.

Responsibilities

• Draft notes, letters and proposals under Haryana State Rural Livelihoods Mission.
• Conduct pre-project inspections of PIAs and due-diligence checks.
• Submit inspection reports and represent in PAC meetings for project decisions.
• Inspect training centres and ensure facilities meet standards (biometric, hostel, CCTV, etc.).
• Issue showcause notices to defaulter PIAs and plan inspections.
• Manage training centre branding, fund utilization, and daily training calendars.

Job description

A. Required Education Qualification -

• MBA (Project Management), MBA(Finance) /Management/Rural Development, Master of Social Work (MSW) discipline preferably with 1st Division.

B. Experience Required-

• Minimum 7 years post qualification. Proven experience in Project Performance Management/ Quality Assurance/Monitoring etc. in development project.


• Out of which 3 years experience working as quality assurance Head of some PIAs or 1-year relevant experience in DDU-GKY Person should have proven experience of working in projects involving designing and implementing Communications framework and creation of knowledge database.


• Experience of working with the state/ central PMU in development projects or have led an international business for over 3 years as an independent Project Unit Experience of working on assessment of standards, quality of training, certification etc.


• Experience of working with any sector skill council. The experience should be post qualification. The experience should be post-qualification.

C. Key Roles & Responsibilities-

• Drafting of notes, official letters and proposals based on skill set essentially desired and scope of designation under umbrella of Haryana State Rural Livelihoods Mission.


• Ensure Pre-Project Inspections of PIAs including due-diligence, financial capacity inspection and past performance as per provisions of DDU-GKY 2.0.


• Submission of inspection reports to HSRLM, HQ and representation during PAC meeting for project approval or rejection as per timelines.


• Inspection of training centres throughout the lifecycle of projects and ensuring a strict follow-up on checklist wise availability of items and facilities e.g. biometric, hostel, classroom, CCTV, washrooms, availability of water and sanitation, fire safety.


• Issuance of showcause notice to defaulter PIAs as per inspection list.


• Submission of inspection plan to HSRLM, HQ on pre-approval inspections, post approval routine and surprise inspections.


• Ensuring training centre and hostel branding, student branding, utilization of funds, training quality and follow-up with daily training calendar, feedback coordination with trainees and staff for understanding the training health of every training centre.


• Ensuring a holistic environment within hostel premises and availability of all basic amenities (sufficient rooms, bed room area, almirah, bed, mattress, security, food quality and hygiene, availability of female warden in female hostels etc.).


• Conduct an internal audit and preparation of monthly quality report based on inspections in association with other State Program Managers.


• Routine work on Kaushal Rural Portal and Kaushal Bharat portal for entries, extraction of data, preparation of reports.


• Conducting workshops for PIAs on Orientation, Quality Assurance, Audit, Branding, Best Practices, team management, inspection norms, NSQF.


• Attend State/ National level workshops/ webinars/ meetings etc. as and when directed by client.


• Team management at district level across Haryana.


• Support State Program Managers of other domains.


• Other assignments as per directions of client.

D. Skills Required-

• Excellent leadership, English & Hindi Communication Skills radiating well-versed with the knowledge and self-learning attitude towards adopting government work environment (Drafting of notes, letters, reports, presentations).


• Practical knowledge of MS Office, E-mail. In-depth knowledge on DDU-GKU guidelines, SoP, common norms, evident expertise in skill development sector, due diligence, finance and fund management, quality audit, inspection and compliance, MIS dashboard, blacklisting and reporting.


• Team management, basic knowledge of legal notices for recovery, MoU, contract management, Experience in due diligence, understanding of bank guarantee, project cost, instalment pattern, attitude to learn new skills related to meeting agenda preparation, blacklisting process, utilization certificate, internal audit.


• Self-motivated to work under pressure and stern timelines, knowledge of Haryana demography, industrial clusters will be an add-on.
