Job summary

Haryana Knowledge Corporation seeks a Program Manager focused on Institution Building, Training & Capacity Building, Social Inclusion and Gender with FNHW experience. The role requires deep exposure to SHGs and rural development, handling multi-stakeholder coordination and policy formulation.

The candidate will lead district-level teams, coordinate with government departments, and drive training programs, MoUs and RFPs to deliver impactful programs in Haryana.

Qualifications

• Post-graduation in Rural Development/Management/Women studies/Public Administration/Social Work/Sociology with first division preferred.
• 7+ years post-qualification experience in relevant work; at least 5 years in senior management.
• Experience as faculty in national or state-level training institutes of repute; experience in large organizations/projects on social work and rural development.

Responsibilities

• Draft notes, official letters and proposals under Haryana State Rural Livelihoods Mission.
• Mobilize and monitor community institutions SHG, VO, CLF, PG, PE/FPO.
• Promote social inclusion, gender equity, ultra-poor and FNHW initiatives.
• Include vulnerable groups like elderly and PWDs in SHG domains; facilitate convergence with other govt departments.
• Set up training calendars for staff and cadres; develop policies, SOPs, training materials and MoUs.
• Attend state/national workshops; draft minutes for submission to client, State Government and MoRD; support district teams and other domains.

Job Description For Program Manager (Institution Building, Training & Capacity Building, Social Inclusion & Social Development, Gender and FNHW)

A. Required Education Qualification

• Post- Graduation in Rural Development/Management/women study /Public Administration/ Social Work/ Sociology preferably with 1st Division.

B. Experience Required

• He/ She should have at least 7+ years of post-qualification of relevant work experience out of which 5 years should be of senior management level.
• Must have worked as faculty in some national level or State level training institutes of repute.
• He/ she should have worked in large organizations/project(s), of social work. Mobilization, rural development projects, projects on women/Gender issues etc.
• Preference will be given to Post Graduate Diploma in Training &Capacity Building from reputed institutes. Certificate course in trainers training program etc. will also be considered for weightage.

C. Key Roles & Responsibilities

• Drafting of notes, official letters and proposals based on skill set essentially desired and scope of designation under umbrella of Haryana State Rural Livelihoods Mission.
• Ensure mobilization & monitoring of all community institutions SHG, VO, CLF, PG, PE/FPO.
• Ensure Social inclusion, Gender, ultra-poor and FNHW by deepening initiatives.
• Ensure inclusion of vulnerable, elderly, PWDs into SHG domain.
• Facilitating convergence with other govt departments.
• Set up training calendar for staff and cadres and ensure implementation.
• Develop policies, protocols, modules, SOPs, training materials and other fresh proposals along with RFP and MoUs feasible in scope of work of rural development sector.
• Attend State/National Level workshops/ webinars/ meetings and drafting of minutes of meeting for submission to client, State Government and MoRD, Gol as and when directed by client.
• Team management at district level across Haryana.
• Support State Program Managers of other domains.
• Other assignments as per directions of client.

D. Skills Required

• Excellent English & Hindi Communication Skills radiating well-versed with the government work environment (Drafting of notes, letters, reports, presentations).
• Practical knowledge of MS Office, E-mail. Must have knowledge of SHGs and its components, LoKOS, Ability to develop training calendars, Conducting ToTs, Liaisons skills, Understanding of Gender concept, Social Action, FNHW, POSH, Report writing skills for on-going and concluded projects, Ability to work under strict timelines.
• Team Management, Conflict Management, Community Development.
