Job summary

Haryana Knowledge Corporation invites applications for a senior financial monitoring and evaluation role under the DDU-GKY program. The incumbent will lead financial appraisal, cost analyses, and audit coordination across World Bank–aided projects in Haryana.

Qualifications

Responsibilities

• Examine DDU-GKY project proposals for technical and financial appraisal.
• Draft notes, letters and proposals under Haryana SHRM framework.
• Background check on PIA credentials, past performance, and financial health.
• Verify costs by category and prepare cost observations with notes.
• Prepare and present proposals to state screening committee chaired by senior officials.
• Oversee expenditures, Utilization Certificates and penalty calculations.
• Coordinate internal, statutory, AG/CA audits and compliance activities.
• Ensure SOP, GST, TDS, EPF/ESI compliance across skill projects.
• Attend workshops and assist in minutes with state program managers.
• Manage district-level teams across Haryana and support other domains.

Job description

A. Required Education Qualification

• Chartered Accountant with 4 years' experience OR M.COM/Certified Financial Analyst (CFA) / MBA (Finance) preferably with 1st Division.

B. Experience Required

• Should have 7 years post qualification relevant technical and managerial experience in financial monitoring & evaluation of projects.
• Proven experience in Project Appraisal from financial risk perspective, project financial performance management.
• Experience in conducting audit, finalization of accounts and management of audit preferred Experience in developing financial process and systems for development projects.
• Prior experience in financial management of world bank/aided projects is desirable Knowledge and experience of government financial rules (GFR/DFR) is desirable.

C. Key Roles & Responsibilities

• Examine DDU-GKY project proposal from PIAs on Kaushal Bharat Portal (Technical and Financial Appraisal).
• Drafting of notes, official letters and proposals based on skill set essentially desired and scope of designation under umbrella of Haryana State Rural Livelihoods Mission.
• Background check on PIA credentials, past performance, blacklisting status, financial health, bank guarantee.
• Verification of common norms, residential/ non-residential categories A/B/C district costs, onetime Vs. recurring costs.
• Preparation of notes with observations, queries with cost calculations.
• Presentation of proposals to state proposal screening committee chaired by Chief Executive Officer, Additional Chief Secretary, Development and Panchayats Department, Haryana.
• Verification and processing of Statement of expenditures, Utilization Certificates.
• Calculation of penalty(ies) against non-compliance, bank guarantee account management.
• Coordination in internal, statutory, AG Audit, CA Audit of PIAs.
• Ensure implementation of compliances to DDU-GKY, SOP, GST, TDS, EPF/ESI compliance, in skill projects.
• Issue non-compliance penalty, fund withholding, show cause notice preparation.
• Attend State/ National level workshops/ webinars/ meetings etc. and support in finalizing minutes of meeting to other State Program Managers as and when required.
• Team management at district level across Haryana.
• Support State Program Managers of other domains.
• Other assignments as per directions of client.

D. Skills Required

• Excellent English & Hindi Communication Skills radiating well-versed with the knowledge and self-learning attitude towards adopting government work environment (Drafting of notes, letters, reports, presentations).
• Practical knowledge of MS Office, E-mail. In-depth knowledge on DDU-GKU guidelines, SoP, common norms, evident expertise in skill development sector, finance and fund management, audit and compliance, MIS dashboard and reporting, Team management, basic knowledge of legal notices for recovery, MoU, contract management, Hands-on experience in PFMS EAT Module, Utilization Certificates.
