Job summary

Haryana Knowledge Corporation is seeking a seasoned professional for roles under the Haryana State Rural Livelihoods Mission. The candidate will lead mobilization, youth identification, and job placement efforts across districts, coordinating with government and NGO partners to expand outreach and opportunities for rural youth.

The role requires a strong background in rural development, excellent English and Hindi communication, and ability to manage multiple stakeholders.

Qualifications

• MBA/Post-graduate degree/Diploma in Rural Development/Master of Social Works/Sociology /Post Graduate in Rural Management preferably with 1st Division.
• Minimum 7 years' post qualification experience in counseling/mobilization programs / Job Fairs with familiarity in local languages and ICT usage.
• Strong interfacing with multiple stakeholders, monitoring and experience in skilling preferred; employment facilitation is an advantage.

Responsibilities

• Draft notes, official letters and proposals under Haryana State Rural Livelihoods Mission.
• Develop and execute mobilization strategy for DDU-GKY per Annual Action Plan.
• Guide PIAs for community mobilization, rural youth identification, SECC data and SHG families.
• Focus on vulnerable groups including women, SC, Minority, PwD, and G-RAMG households.
• Coordinate with DAY-NRLM IB&CB teams for SHGs, VOs, CLFs networks for mobilization and tracking.
• Develop counselling framework for aptitude, career and parent counselling from mobilization to job placement.
• Support in IEC material development for mobilization.
• Organize job fairs and mobilization events at district and state levels.
• Engage with Education Dept, Women & Child Development for outreach expansion in Haryana.
• Identify industries for opportunities and engage captive placements under projects.
• Coordinate with State/National bodies for mobilization and placement recognition under DDU-GKY.
• Support PIAs for campus placement, alumni meets and employer engagement.
• Track placement, retention, attrition and career progression.
• Prepare reports for State government and MoRD review meetings.

Job description

A. Required Education Qualification -

• MBA/Post-graduate degree/Diploma in Rural Development/Master of Social Works/Sociology /Post Graduate in Rural Management preferably with 1st Division.

B. Experience Required-

• Minimum 7 years' post qualification experience in relevant fields like counseling/mobilization programs / Job Fairs social Familiarity in local languages, English and in ICT usage skills. Should have demonstrable experience in interfacing with multiple stakeholders, monitoring, at various levels Prior experience in skilling shall be given preference. Experience in assisting the skilled youth in getting employment through innovative modes would be an added advantage.

C. Key Roles & Responsibilities-

• Drafting of notes, official letters and proposals based on skill set essentially desired and scope of designation under umbrella of Haryana State Rural Livelihoods Mission.
• Developing and executing mobilization strategy for DDU-GKY as per Annual Action Plan target vs. achievement.
• Guide PIAs for community mobilization, identification of rural youth, SECC data and SHG families.
• Special focus on vulnerable women, SC, Minority, PwD, G-RAMG households.
• Coordinate with DAY-NRLM IB&CB teams for using SHGs, VOs, CLFs' networks for mobilization and tracking of mobilized candidates.
• Develop and implement counselling framework consisting of aptitude test, career counselling for rural youth, Parent counselling from mobilization to job placement of beneficiary candidate(s).
• Support in development of IEC material for mobilization.
• Organize job fairs-rozgar mela- mobilization events at district and state level.
• Engagement with Education Department, Women and Child Development, Haryana for expansion of mobilization outreach programs in interior villages across Haryana through Government schools, stakeholder women organizations, NGOs under WCD, Haryana.
• Identification of industries for finding opportunities and engagements towards captive placements of trained candidates, captive employer engagements under captive employment projects.
• Coordination with State/National level organizations like FICCI, CII, Industry associations, NGOs, youth clubs etc for mobilization and recognition of skilled youth under DDU-GKY for placement purposes.
• Support PIAs for campus placement, alumni meet, employer engagement etc.
• Tracking of placement, retention, attrition, career progression.
• Preparation of reports for State government, MoRD for review meetings.

D. Skills Required-

• Excellent English &Hindi Communication Skills radiating well-versed with the knowledge and self-learning attitude towards adopting government work environment (Drafting of notes, letters, reports, presentations).
• Expert in DDU-GKY mobilization SoP& Kaushal rural Portal, community mobilization strategy, career and parent counselling, organizing job fair, alumni meet, IEC branding, tracking of project progress, Must have strong field orientation and fluency in regional/Hindi language as well.
