Job Description: Senior Manager – Project Controls - MPR-902Position Overview
The Senior Manager – Project Controls is responsible for establishing, leading, and continuously improving project controls practices across complex projects and programs. The role provides strategic oversight of cost management, planning and scheduling, forecasting, progress measurement, risk management, change control, and performance reporting. The position partners with project leadership, engineering, procurement, construction, finance, contracts, and senior stakeholders to ensure projects are delivered safely, on schedule, within approved budgets, and in accordance with quality and contractual requirements.
Key Responsibilities
Project Controls Leadership
- Develop and implement comprehensive project controls strategies, procedures, systems, and governance frameworks.
- Lead project controls teams and provide direction across planning, cost control, risk, change management, reporting, and performance analysis.
- Establish consistent standards, tools, templates, and performance metrics across projects and portfolios.
- Advise project and executive leadership on project performance, emerging issues, trends, and corrective actions.
- Promote a culture of accountability, transparency, continuous improvement, and data-driven decision-making.
Planning and Scheduling
- Oversee the development, review, and maintenance of integrated master schedules and detailed project schedules.
- Ensure schedules accurately reflect project scope, execution strategy, interfaces, procurement activities, construction activities, commissioning, and closeout requirements.
- Monitor critical paths, milestones, schedule risks, float, dependencies, and resource requirements.
- Lead schedule reviews, recovery planning, time-impact analysis, and schedule optimization initiatives.
- Ensure progress is measured consistently and reported accurately against approved baselines.
Cost Management and Forecasting
- Direct the development and management of project budgets, cost-loaded schedules, estimates, commitments, actual costs, accruals, and forecasts.
- Establish cost control procedures to monitor budget performance, commitments, expenditures, variances, and projected final costs.
- Lead the preparation of estimate-at-completion forecasts, cash-flow projections, cost reports, and variance analyses.
- Identify cost trends and potential overruns at an early stage and recommend practical mitigation measures.
- Coordinate with finance, procurement, contracts, and project teams to maintain accurate and timely cost information.
Performance Measurement and Reporting
- Establish project performance measurement systems using appropriate schedule, cost, productivity, and earned value metrics.
- Prepare consolidated dashboards and management reports covering progress, cost, schedule, risks, changes, trends, and key performance indicators.
- Present project controls information to project leadership, steering committees, clients, and senior management.
- Ensure reports are accurate, concise, consistent, and aligned with governance and stakeholder requirements.
- Analyze deviations from approved baselines and provide actionable recommendations for corrective and preventive actions.
Risk, Change, and Commercial Control
- Lead the integration of project risk management with cost and schedule controls.
- Maintain risk and opportunity registers, assess potential impacts, and monitor mitigation and response plans.
- Establish and manage change control processes for scope, schedule, cost, design, procurement, and execution changes.
- Assess the time and cost implications of change requests, trends, claims, and potential variations.
- Support contract administration, commercial reviews, entitlement assessments, and claim-related analysis with reliable project records and performance data.
Governance, Compliance, and Systems
- Ensure compliance with approved project controls procedures, contractual obligations, internal policies, and applicable industry standards.
- Conduct periodic reviews, audits, and health checks to assess the effectiveness of project controls processes.
- Drive the effective use of project management information systems, scheduling tools, cost management platforms, and reporting solutions.
- Improve data quality, information flow, document control, and integration between project controls and other business functions.
- Support the implementation and enhancement of digital project controls, automation, analytics, and standardized reporting practices.
Team Development and Stakeholder Collaboration
- Recruit, manage, coach, and develop project controls professionals across multiple disciplines.
- Define team objectives, responsibilities, performance expectations, and development plans.
- Build effective working relationships with internal departments, delivery partners, consultants, contractors, suppliers, and clients.
- Facilitate cross-functional workshops, planning sessions, performance reviews, and recovery meetings.
- Encourage knowledge sharing and the adoption of lessons learned across projects and programs.
Key Requirements
- Bachelor’s degree in Engineering, Construction Management, Project Management, Quantity Surveying, Finance, Business Administration, or a related discipline.
- Significant experience in project controls, project planning, cost management, or program controls, including substantial experience managing complex projects or portfolios.
- Proven experience leading multidisciplinary project controls teams in a project-driven environment.
- Strong knowledge of planning and scheduling, cost control, forecasting, earned value management, risk management, change control, and performance reporting.
- Demonstrated ability to develop integrated schedules, manage baselines, analyze critical paths, and prepare schedule recovery plans.
- Strong understanding of budgeting, commitments, actual costs, accruals, forecasting, cash flow, variance analysis, and estimate-at-completion processes.
- Experience with project controls and scheduling systems such as Primavera P6, Microsoft Project, ERP platforms, cost management systems, and business intelligence or dashboarding tools.
- Ability to interpret complex project data and convert analysis into clear, commercially sound recommendations.
- Experience supporting contract administration, change management, claims analysis, and commercial decision-making.
- Strong understanding of project governance, reporting standards, document control, and audit requirements.
- Excellent leadership, stakeholder management, communication, negotiation, and presentation skills.
- Strong analytical, organizational, problem-solving, and decision-making abilities.
- Ability to manage competing priorities and perform effectively in a fast-paced, deadline-driven environment.
- Professional certification such as PMP, AACE, PMI-SP, PMI-RMP, RICS, or equivalent is desirable.
