Responsibilities

• Administer large-scale civil engineering and construction contracts, ensuring compliance with terms, conditions, milestones, and statutory regulations under standard frameworks or local equivalents.
• Oversee the preparation and submission of running bill measurements, joint measurements with clients/consultants, and securing timely invoice sign-offs.
• Track, evaluate, and price site instructions, variations, and extra work orders, integrating them smoothly into the monthly billing cycle to prevent revenue loss.
• Manage construction ERP and financial modules to streamline the order-to-cash lifecycle.
• Review subcontractor billing, measure work done, verify back-to-back contract terms, and reconcile discrepancies prior to payment processing.
• Monitor accounts receivable, track project-wise cash flows, manage retention money, and perform audits to resolve billing disputes proactively.
• Coordinate closely with Project Managers, Quantity Surveyors (QS), Site Engineers, and Finance teams to bridge technical progress reporting with financial invoicing.

We are seeking an experienced Senior Engineer with 8 to 12 years of experience specializing in construction contracts, project commercial management, and billing operations. This role is responsible for overseeing complex civil engineering project contracts, milestone-based billing, valuation of variations, and aligning field execution data with financial invoicing systems.

• Contract Administration & Compliance: Administer large-scale civil engineering and construction contracts, ensuring compliance with terms, conditions, milestones, and statutory regulations under standard frameworks or local equivalents.
• Progress Billing & Milestone Certification: Oversee the preparation and submission of running bill measurements, joint measurements with clients/consultants, and securing timely invoice sign-offs.
• Variation & Change Order Management: Track, evaluate, and price site instructions, variations, and extra work orders, integrating them smoothly into the monthly billing cycle to prevent revenue loss.
• System Integration & ERP Management: Manage construction ERP and financial modules to streamline the order-to-cash lifecycle.
• Subcontractor Commercial Management: Review subcontractor billing, measure work done, verify back-to-back contract terms, and reconcile discrepancies prior to payment processing.
• Revenue Assurance & Cash Flow Tracking: Monitor accounts receivable, track project-wise cash flows, manage retention money, and perform audits to resolve billing disputes proactively.
• Cross-functional Leadership: Coordinate closely with Project Managers, Quantity Surveyors (QS), Site Engineers, and Finance teams to bridge technical progress reporting with financial invoicing.

Preferred candidate profile

• Experience: 8 to 12 years of professional experience in contract management, quantity surveying, or commercial billing within the construction, infrastructure, or civil engineering sector.
• Domain Expertise: In-depth knowledge of civil construction methodologies, reading engineering drawings/BOQs (Bill of Quantities), and familiarity with standard contract formats.
• Technical & Software Stack: Advanced proficiency in MS Excel, construction ERP systems and project management tools.
• Financial Acumen: Strong grasp of project accounting, valuation of work in progress (WIP), cost-to-complete analysis, and handling tax/GST/VAT structures applicable to construction works.
• Soft Skills: Excellent negotiation, conflict resolution, and stakeholder management skills to deal with clients, consultants, and internal project teams.
