Job summary

  • Synthesising insights from ongoing research to create concise summaries for internal and external communication.
  • Developing policy notes and presentations in response to government requests with tight deadlines.
  • Presenting research clearly to a wide range of audiences and drafting briefing notes under deadlines.
  • Qualitatively and quantitatively evaluating CAQM functioning and on-ground air quality actions in Delhi.
  • Providing technical and administrative support to CAQM and traveling to project sites when required.

About the programme/role

CEEW is working with theCommission for Air Quality Management in NCR and Adjoining Areas (CAQM),providing strategic and technical inputs on potential measures to reduce airpollution. The selected candidate will be the focal point of contact for the CAQMand will have to ensure that activities planned for the CAQM engagement areexecuted in a timely manner.

The ideal candidate should have adeep understanding of the air quality policy frameworks in India and haveexcellent oral and written communication skills. The candidate should also havethe competence to drive government engagements independently and can draftbriefing notes and policy documents under tight deadlines. Further, thecandidate will have to qualitatively and quantitatively evaluate and documentthe functioning of CAQM, progress on the sectoral measures initiated by CAQMand how on-ground actions are resulting in improved air quality in Delhi.

Job Duties and Accountabilities

Research and Engagement

  • Connecting the dots between CEEW’s research andpolicy developments in the climate, clean air, sustainable mobility and energysectors.
  • Synthesising relevant insights from CEEW’sexisting and ongoing research to create concise summaries for internal andexternal communication
  • Forging strong relationships with the city, districtadministration, relevant state departments, industrial associations and civilsociety stakeholders.
  • Developing policy notes/memos/presentations in response to government requests withintight deadlines (short turn around time)
  • Presenting research in a coherent manner thatcan be understood by a wide range of audiences
  • Using information from recent scientific assessments,primary research and insights from stakeholder consultations to develop atime-bound implementation plan for air pollution mitigation in Delhi NCR
  • Providing technical and administrative support to CAQMin identifying and implementing appropriate air pollution mitigation strategies
  • Travel to project sites, when required, to conductinterviews or collect data for different research projects

Monitoring and Evaluation

  • Putting in place a monitoring method to trackprogress on the agreed actions
  • Writing monthly progress reports that clearlycommunicate how actions/government engagements are resulting in air qualityimprovements in the city
Selection Criteria
Education
  • Master’s degree withspecialisation in air quality management, environmental governance, publicpolicy, regulatory governance, or relatedfield
  • At least 1-2 years of prior experience ingovernment engagement is preferred.
  • Coherent thinking with excellent report writingand presentation skills
  • Strong networking and interpersonal skills
  • Good understanding of public policy andgovernance of air quality issues
  • Ability to work in an interdisciplinary andmulticultural environment and being able to independently drive research withminimum assistance.
  • The candidate should be willing to travelfrequently, particularly in Delhi NCR
  • Competent in using statistical and spatialanalytical tools. Knowledge of languages such as R/Python will be an advantage
