Job description

Position Summary

The Registrar is the Chief Administrative Officer of the University and a statutory officer under the University Act and Statutes. The role carries custody of the University s records and common seal, and serves as Member-Secretary (non-voting) to the Board of Management, the Academic Council and such other authorities as the Statutes prescribe. The Registrar is accountable for the integrity of the University s administrative, statutory and regulatory machinery - ensuring that academic decisions are properly recorded and lawfully executed, that the University remains compliant with UGC and all applicable statutory and professional regulators, and that students, faculty and staff experience a responsive, well-governed administration. The role combines governance stewardship with hands-on operational leadership across admissions, academic records, establishment matters, legal affairs and general administration.

Key Responsibilities
2.1 Statutory and Governance Responsibilities

Act as Member-Secretary to the Board of Management, Academic Council, Board of Governors and other statutory authorities; convene meetings, issue notices and agendas, record minutes and ensure timely, auditable follow-through on all resolutions.

Serve as custodian of the common seal, statutes, ordinances, regulations, minute books, student academic records and other property of the University committed to the Registrar s charge.

Authenticate records, execute contracts, agreements, MoUs and other instruments on behalf of the University within delegated authority, and maintain a central contracts register.

Draft, review and place before the competent authority amendments to Statutes, Ordinances, Regulations and administrative policies; maintain a single authoritative and version-controlled policy repository.

Ensure the constitution and functioning of mandatory statutory committees - IQAC, Internal Complaints Committee, SC/ST Cell, Anti-Ragging Committee, Grievance Redressal Committee, Equal Opportunity Cell - and that their proceedings and reports are on record.

Act as the University s Public Information Officer (or appoint and supervise the PIO) for RTI matters and be the designated point of contact for regulatory correspondence.

2.2 Regulatory Compliance and Accreditation

Own the University s compliance calendar and all statutory returns and submissions to the UGC, the State Government / Department of Higher Technical Education, AICTE, PCI, BCI, NCTE, COA, AIU and other applicable regulators.

Lead the administrative preparation for NAAC accreditation, NBA programme accreditation, NIRF ranking submissions, AISHE data reporting and UGC s online portals, working with IQAC and the Faculties to assemble accurate, evidencebacked data.

Ensure programme approvals, intake sanctions, new-programme notifications and equivalence/recognition matters are secured and renewed on time.

Track changes in the regulatory environment (UGC regulations, State Acts and Rules, NEP-2020 implementation directives, ABC/APAAR, NAD, DigiLocker mandates) and translate them into institutional policy and process change.

Maintain audit readiness for regulatory inspections, peer-team visits and State/UGC audits, including documentation, site preparation and post-visit compliance responses.

2.3 Academic Administration and the Student Lifecycle

Oversee the end-to-end student lifecycle administration - admissions and eligibility verification, registration and enrolment, migration and transfer, credit transfer, scholarships and fee-concession processing, records maintenance, and issuance of degrees, transcripts, migration certificates and duplicates.

Interface closely with the Controller of Examinations on examination scheduling, result declaration, revaluation, grievance resolution, and convocation planning and conduct.

Issue notifications of academic calendars, ordinances and results as approved by the competent authority.

Administer student disciplinary processes and grievance redressal in a fair, documented and time-bound manner.

2.4 Human Resources and Establishment

Administer establishment matters for faculty and staff - recruitment processes and selection-committee compliance with UGC norms, appointment and confirmation, Career Advancement Scheme, probation, promotions, seniority, leave, deputation, superannuation and service records.

Ensure service rules, conduct rules and disciplinary procedures are current, lawful and consistently applied; conduct or supervise inquiries as directed by the competent authority.

Partner with the HR function on workforce planning, sanctioned-post management, roster maintenance and statutory labour and social-security compliance.

2.5 Legal, Risk and Audit

Coordinate the University s legal matters - litigation, notices, writ petitions, consumer and labour matters - in consultation with retained counsel, and maintain a live case register with risk assessment.

Lead the institutional response to internal audit, statutory audit and government audit observations relating to administration and compliance.

Identify and elevate institutional risk - regulatory, legal, reputational and operational - and drive mitigation plans with clear ownership.

Ensure data protection, records-retention and confidentiality standards across the administrative estate.

2.6 Administration, Systems and Institutional Development

Lead the general administration of the University - central correspondence, security, transport, hostels, campus services and estate coordination - in line with approved service standards.

Drive digital transformation of administrative processes: ERP/SIS adoption, workflow automation, e-office, single-source-oftruth data governance and turnaround-time reduction on student and staff services.

Support internationalisation and industry engagement through the administration of MoUs, collaborations, twinning and dualdegree arrangements, and student/faculty mobility documentation.

Contribute to institutional strategy, statutory reporting to the Board, budgeting inputs for the administrative estate, and the University s NEP-2020 implementation agenda.

Build, mentor and hold accountable a professional administrative cadre; set performance standards and succession plans for Deputy and Assistant Registrars.

Eligibility Criteria
3.1 Essential Qualification

Master s degree in any discipline with at least 55% marks or an equivalent grade of B in the UGC seven-point scale, from a University or Institution recognised by the UGC.

3.2 Essential Experience (either route)
3.3 Desirable

Ph.D. in any discipline from a UGC-recognised University.

Additional qualification in law, management, public administration or human resources.

Prior experience as Registrar, Deputy Registrar or Officer on Special Duty (Administration) in a multi-faculty University with a student population above 10,000.

Direct experience of NAAC, NBA and NIRF cycles, and of UGC / State Government inspection and approval processes.

Route A - Academic At least 10 years of experience as Assistant Professor in Academic Level 10 and above, with eight (8) years of service in Academic Level 11 and above including as Associate Professor, along with demonstrated experience in educational administration.

Or Comparable experience in a research establishment and/or other institution of higher
education.

Or 10 years of administrative experience shall be as Deputy Registrar or an equivalent post.

Route B - Administrative At least 10 years of progressively responsible administrative experience in a University, autonomous institution or comparable large organisation.
