Job Purpose--
To manage procurement and strategic sourcing of critical railway infrastructure materials, with specific expertise in structural girders and electrical conductors, ensuring timely availability, competitive commercial terms, quality compliance and effective vendor management.
Key Responsibilities--
1. Girders / Civil Material Procurement Mandatory
- Lead procurement of structural steel girders all types used in railway/infrastructure projects.
- Handle sourcing of Plate Girders, Box Girders, Composite Girders, Built-up Girders and other fabricated structural steel components as applicable to projects.
- Review BOQ, technical specifications, drawings, material grades, quantities and delivery requirements.
- Identify, develop and evaluate qualified manufacturers/fabricators.
- Manage RFQ, techno-commercial comparison, negotiation, PO placement and delivery follow-up.
- Coordinate with Engineering, Project, QA/QC, Stores and Site teams for material specifications and delivery schedules.
- Monitor vendor capacity, manufacturing progress, inspection and dispatch.
2. Conductor Procurement Mandatory--
- Handle procurement of Copper, Aluminium and Steel Conductors for railway electrical/traction and associated infrastructure requirements.
- Understand conductor technical specifications, sizes, grades, construction, weight, conductivity and applicable standards.
- Evaluate supplier quotations on both technical and commercial parameters.
- Coordinate with QA/QC for inspection, testing, certificates and material acceptance.
- Monitor raw-material price movements, supplier capacity and delivery commitments.
3. Price Variation / PVC Critical Requirement--
- Strong understanding and hands-on experience in Price Variation Clause (PVC) / Price Adjustment mechanisms in railway/EPC contracts.
- Understand applicable base date, price indices, reference indices, escalation/de-escalation and formula-based price adjustment.
- Review and validate vendor/customer price variation claims and supporting documents.
- Coordinate with Commercial, Contracts, Finance and Project teams for PVC calculation, certification and reconciliation.
- Monitor changes in steel, copper, aluminium and other commodity indices affecting procurement costs.
Strategic Procurement & Commercial--
- Develop and maintain vendor/supplier base for girders and conductors.
- Conduct market intelligence for steel, copper and aluminium price trends.
- Negotiate price, payment terms, delivery schedules, LD clauses, warranties, taxes and commercial conditions.
- Analyse should-cost, landed cost, price benchmarking and cost-saving opportunities.
- Ensure procurement is aligned with project budget, cash flow and execution milestones.
- Track PR-to-PO cycle, pending orders, material shortages and critical deliveries.
- Prepare procurement MIS, savings reports, vendor performance reports and material status dashboards.
Cross-Functional Coordination-
- Coordinate closely with Project, Planning, Engineering, Contracts, Commercial, QA/QC, Finance, Logistics and Site teams.
- Ensure procurement schedules are aligned with project execution and railway milestone requirements.
- Resolve technical/commercial issues with vendors and internal stakeholders.
- Support project teams during material reconciliation, inspection, dispatch and site delivery.
