Job summary

Algihaz Marine seeks an experienced Marine HSE Officer to oversee health, safety, and environmental practices aboard offshore construction vessels. You will ensure compliance with client requirements and international safety standards, implement HSE systems, investigate incidents, and lead risk assessments.

You will prepare daily/weekly performance reports, coordinate safety training, and lead emergency response activities, inspections, and audits on board.

Qualifications

• Bachelor’s degree in health & safety, environmental science, marine engineering, or related field.
• NEBOSH IGC and offshore safety certifications are preferred.
• Offshore approvals and first aid certifications are required or preferred.
• Experience with ISO 14001/45001 management systems or audits is advantageous.

Job description

Role Summary

The Marine HSE Officer will be responsible for overseeing Health, Safety, and Environmental (HSE) practices aboard offshore construction vessels, with a specific focus on compliance with clients requirements. The role involves ensuring that all marine operations adhere to the highest safety and environmental standards, implementing HSE management systems, and performing incident investigations and risk assessments. The Marine HSE Officer will also be tasked with preparing daily and weekly HSE performance reports, leading emergency response efforts, and coordinating safety training for personnel onboard.

Key Responsibilities

• HSE System Implementation: Implement and enforce the company’s HSE management system aboard offshore construction vessels, ensuring compliance with ISO 14001, ISO 45001, and Client standards.
• Risk Assessment & Hazard Identification: Develop and conduct risk assessments, HAZID, and HAZOP for vessel operations, identifying hazards and implementing control measures to mitigate risks.
• Incident Investigation & Root Cause Analysis: Lead investigations of any incidents, near misses, or safety concerns onboard, utilizing formal methodologies such as TapRoot. Ensure root cause analysis is conducted and corrective actions are implemented.
• Daily & Weekly Reporting: Prepare daily and weekly HSE performance reports, summarizing incidents, observations, safety interventions, and compliance statistics for review by senior management and clients.
• Emergency Response: Lead emergency preparedness and response activities, including conducting drills and ensuring all personnel are trained in emergency procedures and first aid.
• HSE Training & Safety Inductions: Conduct safety inductions and toolbox talks for new personnel onboard, as well as provide ongoing HSE training for crew members and contractors.
• Compliance with Client & Regulatory Standards: Ensure compliance with Client safety standards and regulations, as well as international and local maritime safety regulations.
• Onboard Safety Inspections & Audits: Conduct regular inspections and audits of all safety systems onboard, identifying and rectifying potential hazards and ensuring that the vessel is operating in compliance with HSE requirements.
• First Aid & Medical Response: Act as the primary point of contact for onboard first aid and medical emergencies, ensuring all incidents are handled promptly and in accordance with protocols.

Education & Qualifications

• Bachelor’s Degree: Occupational Health & Safety, Environmental Science, Marine Engineering, or a related field (preferred).
• Certifications: - BOSIET (Basic Offshore Safety Induction and Emergency Training). - NEBOSH International General Certificate or equivalent. - First Aid Certification (Offshore recognized). - Client HSE Offshore Approval (mandatory). - Offshore Experience: Minimum 5 years of HSE experience in the oil and gas industry, with at least 3 years in offshore marine construction aboard vessels. Experience on Client projects is essential. - ISO 14001 and ISO 45001 Internal Auditor certification (preferred).

Skills & Competencies

• EPCI Project Knowledge: Strong background in HSE management for EPCI (Engineering, Procurement, Construction, and Installation) projects, particularly in the context of offshore construction and marine vessel operations.
• Incident Investigation Expertise: Proven ability to lead and conduct thorough incident investigations, using formal methods such as TapRoot or similar root cause analysis techniques.
• Risk Management & Hazard Identification: Demonstrated experience in conducting risk assessments, HAZID, HAZOP, and implementing risk mitigation strategies.
• HSE Management Systems: Proficiency in implementing and monitoring HSE management systems in line with international standards (ISO 14001, ISO 45001).
• Emergency Preparedness & Response: Experience leading emergency drills, preparing emergency response plans, and ensuring personnel readiness for various emergency scenarios.
• Reporting & Documentation: Strong report-writing skills, with the ability to produce clear, concise daily and weekly HSE reports for management and client review.
• Regulatory Knowledge: In-depth understanding of Client HSE standards, as well as local and international maritime regulations governing offshore construction activities.
• Communication & Leadership: Excellent communication skills, with the ability to effectively lead safety initiatives onboard and liaise with multiple stakeholders, including vessel crew, contractors, and client representatives.

Responsibilities

HSE System Implementation & Compliance

Implement the HSE management system aboard vessels, ensuring all operations comply with Client standards and international HSE regulations. Ensure crew members and contractors understand and follow all safety procedures and participate in regular HSE training.

Risk Management & Incident Investigation

Conduct regular risk assessments for vessel operations, including high-risk activities such as heavy lifting, subsea cable installation, and personnel transfers. Lead incident investigations, ensuring that root causes are identified, and corrective actions are implemented to prevent recurrence.

Daily & Weekly Performance Reporting

Compile and deliver daily and weekly HSE performance reports to senior management and client representatives, including metrics on incidents, safety interventions, and overall compliance.

Emergency Response Leadership

Lead emergency drills and preparedness exercises, ensuring that all personnel are familiar with emergency procedures, muster points, and first aid protocols. Act as the primary first aid responder onboard, coordinating medical evacuations and treatment if necessary.

HSE Audits & Safety Inspections

Perform regular safety inspections of the vessel, identifying potential hazards and ensuring corrective actions are taken immediately. Participate in client and regulatory audits, ensuring compliance with Client and other relevant HSE standards.

Contract Type

Fixed term, rotational offshore assignment. This role is suited for a proactive HSE professional with a strong background in offshore oil and gas construction, particularly with Client project experience. The successful candidate will possess solid experience in implementing HSE systems, conducting risk assessments, managing incident investigations, and ensuring overall safety compliance onboard offshore construction vessels.
