Job summary

Jubilant Pharmova in India seeks a Manager - Fire Safety to lead industrial fire and emergency management across the site. You will oversee fire protection systems, drills, inspections, and regulatory compliance to protect people, assets, and operations.

You will act as Incident Controller during emergencies, coordinate with PESO authorities, and drive continuous improvement of safety practices with the EHS team and contractors.

Qualifications

  • Essential - Graduate Engineer in Mechanical or Chemical, 8-10 years of industrial Fire & Emergency Management experience.
  • Preferred - Diploma in Fire Engineering from a recognized institute.
  • Experience in handling hazardous chemicals and emergency management is required or preferred.

Responsibilities

  • Ensure operational readiness of firefighting and fire protection systems.
  • Lead Emergency Response Team and coordinate during incidents as Incident Controller.
  • Ensure PESO compliance and regulatory coordination.
  • Conduct training and competency development for employees and ERT members.

Job Purpose

To ensure effective Fire and Emergency Management across the manufacturing site through prevention, preparedness, emergency response, firefighting capability enhancement, statutory compliance, PESO compliance, and continual improvement of fire protection systems to safeguard people, environment, assets, and business continuity.

Major Activities / Tasks
  • Ensure operational readiness of all firefighting and fire protection systems.
  • Conduct inspections of hydrant networks, fire water tanks, pump houses, monitors, sprinklers, foam systems, extinguishers, alarm and detection systems.
  • Verify adequacy of fire protection arrangements for hazardous chemical storage and processing areas.
  • Ensure availability of emergency response resources and equipment.
Emergency Response and Incident Management
  • Lead and coordinate response during fire, chemical release, transport emergency, and other emergencies.
  • Act as Incident Controller/On-Scene Commander during emergencies as per Site Emergency Response Plan.
  • Mobilize Emergency Response Team (ERT) members and coordinate with mutual aid partners and local authorities.
  • Participate in incident investigations and recommend CAPA.
Emergency Preparedness and Mock Drills
  • Develop annual emergency preparedness and mock drill calendar.
  • Conduct on-site and off-site emergency drills.
  • Evaluate drill effectiveness and ensure closure of identified gaps.
  • Periodically review emergency response procedures and plans based on learnings from incidents and drills.
Fire System Maintenance and Reliability
  • Coordinate periodic testing and maintenance of fire pumps, diesel pumps, jockey pumps, hydrant systems, deluge systems, foam systems, fire detection systems, gas detectors, and emergency communication systems.
  • Conduct periodic audits and inspections to ensure reliability and availability of firefighting systems.
Statutory Compliance and PESO Management
  • Ensure compliance with Factories Act, Petroleum Rules, SMPV Rules, PESO requirements, MSIHC Rules, Disaster Management regulations, Responsible Care and reg; standards, and company fire safety standards.
  • Maintain statutory records and documentation.

PESO License Compliance and Regulatory Coordination
  • Monitor validity of PESO licenses, approvals, amendments, and renewals.
  • Coordinate modifications, expansions, and licensing requirements with projects, engineering, and operations teams.
  • Conduct compliance assessments against PESO license conditions.
  • Coordinate with PESO authorities for approvals, inspections, submissions, incident reporting, and statutory correspondence.
Fire Risk Assessment and Process Safety Support
  • Participate in HAZOP, PHA, QRA, Fire Risk Assessments, MOC reviews, and PSSR activities.

  • Support implementation of Process Safety Management initiatives.
Training and Competency Development
  • Conduct training programs for employees, contractors, and ERT members on fire prevention, firefighting, emergency response, and incident command systems.
  • Develop competency matrices and capability-building programs.
  • Conduct awareness campaigns and emergency preparedness programs.
Contractor and Project Safety Support
  • Ensure fire safety arrangements during shutdowns, maintenance activities, and projects.

  • Participate in project reviews to ensure adequacy of fire protection provisions.
Inspection and Audit Management
  • Conduct periodic fire safety inspections and audits.
  • Track and ensure closure of audit observations.
  • Support internal, corporate, customer, RC14001, and third-party audits.

  • Building emergency response competency among employees and contractors.

Educational qualifications:

Essential - Graduate Engineer in Mechanical or Chemical 8 - 10 years of Iindustrial Fire and Emergency Management

Preferred - Diploma in Fire Engineering from a recognized institute. Serving CISF Fire Officers / Fire Personnel with relevant experience

Relevant experience:
  • 8-10 years of experience in Industrial Fire and Emergency Management within Chemical, Petrochemical, Pharmaceutical, Specialty Chemical, Refinery, or Process Industries.
  • Experience in handling hazardous chemicals and emergency response systems.
  • Strong knowledge of industrial fire protection systems, fire water networks, hazardous chemical emergency management, incident command systems, and firefighting operations.
  • Knowledge of Factories Act, Petroleum Rules, SMPV Rules, PESO regulations, MSIHC Rules, Responsible Care and reg;, and emergency management requirements.
  • Experience in participation of HAZOP, PHA, QRA, MOC, and PSSR reviews.
