Job summary

D-tech Management Resource in India is seeking an experienced HSE Manager to lead fire protection, safety compliance, and incident investigations across a large industrial site.

You will develop safety programs, coordinate audits, conduct training, manage documentation, and drive continuous improvement in risk controls, EMS, and regulatory liaison. Qualifications include BE in any stream, ADIS, and experience with MS Office and SAP; willingness to lead teams and conduct mock drills.

Qualifications

  • BE degree in any stream
  • ADIS certification from a recognized institute
  • Safety Auditor course certification beneficial
  • Proficiency with MS Office and SAP applications helpful
  • Knowledge of First Aid is advantageous

Responsibilities

  • Lead fire protection and safety management across the site
  • Coordinate safety audits, inspections, and incident investigations
  • Develop and implement safety training programs for employees
  • Prepare safety documentation, MSDS, ER-DMP, and related manuals
  • Ensure compliance with HSE regulations and standards (ISO/PSM)
  • Coordinate with external regulatory bodies and agencies
  • Plan and manage emergency response and disaster management procedures
  • Monitor and improve contractor safety and risk controls

Job description

Role & Responsibilities :-
Fire Protection/ Prevention :-
  • Co-ordinate and advice on the fire fighting facilities/equipment management. Schedule/plan, functional testing, periodical maintenance, etc., Conduct audits to ensure the fire prevention measures are in place and to identify the areas for improvement. Periodic review of fire protection and safety facilities with respect to applicable standards and implementation of deviations. Prepare the Pre fire plans and mitigation measures, such as procurement of various equipments, organizing mutual aid, etc. Maintain Fire Fighting Equipments in Best Operable Condition as well as monitor and control firefighting equipment inventory.
Documentation :-
  • Compilation, collation and prepare monthly/quarterly status of Safety Audits recommendations and submission. Make documents of fire protection systems testing and inspection. Prepare and update various manuals like Material Safety Data Sheets (MSDS), Safety manual, Onsite Emergency Response & Disaster Management Plan (ER-DMP), Safety manual for contractors, H2S Manual, Safe Work Practices, Job Safety Analysis, Fire Emergency Procedure Manual, Fire Manual & Pocket Fire Fighting Guide Manual etc
Project Management :-
  • Develop and implement contractor safety management guidelines, project management plans and training plans for all the new and existing contractors. Conduct inspection and audits to ensure compliance. Implement Contractor rating system to assess the contractors HSE performance in different projects. Participate in HAZOP Study, Safety Audits, and complete accident report & investigation/ accident prevention programme implementation. Coordinate during External Safety Audits. Preparation of implementation status reports of Safety Audits for submission to various agencies
Training : -
  • Conducting training sessions on basic fire and safety, emergency procedure, disaster management and business continuity, evacuation, live firefighting demo & rescue techniques, electrical safety, health & hygiene, etc.
  • Imparting training to the employees for use of first aid firefighting equipments, artificial respiration & rescue methods, and training on firefighting techniques to the fire fighters & the employees.
Workplace Safety : -
  • Individual area plant Safety Rounds & raising safety observations, Report Near Miss and every incident and there tracking & follow-up for compliance, ensure appropriate JSA (Job Safety Analysis) is prepared and follow at workplace for individual activities and issue permits for high-risk activities as per requirement. Incorporate safety provisions in the contract document
Incidents & Accident Reporting & Investigation :-
  • Near Miss & Incident Investigation of individual area & follow-up for CAPA status
Safety Survey, Periodic Inspections & Audits :-
  • Monitoring Safety survey of Noise level across the plant area & Posters & Signage's; Inspections of Welding Machines, Gas cutting sets, Cranes, Heavy Vehicles, Electrical Boards, PPEs, Stores area, EOT Cranes, Cable Galleries, Body Shower/Eye Shower, Conveyor belt, Stairs & ladders, Hand railing, openings Grills, lifting tools & tackles and Canteen kitchen; Joint inspection and audits of LOTO system & Permit to work system. Monitoring maintenance schedule of firefighting equipment, Standard Operating Procedure of firefighting equipment & different Mock drills of diff. scenario & location.
Meetings & Employee Engagement : -
  • Organize and participate in, Plant Safety Committee meetings, department meetings & Agency Safety officers & Agency Head Meeting and Communicate MOM (Minutes of Meeting) to concerns and follow-up for the compliance of MOM points; organize & conduct Safety week & Fire week & other Awareness campaigns; promote safety schemes -Safety Star, best Safety Department & Agency Performer Awards and allot promotional gifts in various safety programs like Safety week & Fire service week
Reports Preparations & Record Management :
  • Safety MIS Report, Corporate safety report, Wish list report, SRM report, ORM report, DISHA process report, DISHA KPI Group MIS report, Structured Review report, Incident Log report and Training Records
Dupont Activities : -
  • Adopting and implementing Global best safety practices, Member of Safety Interaction sub-committee & Plant Implementation Committee 5 & Certified Contractor Safety Management System
  • Trained and certified auditors of Safety Risk Field Audit & Safety Interaction & incident investigation process DuPont world class safety standards, 5S Implementation
Annual Budget & Procurements& Legal and regulatory compliances :-
  • AMC for Fire & Safety services, Process of Bills for services taken and PR & PO Tracking, Legal and regulatory compliances using legatrix software after performing the task.
Emergency Management : -

Review of EMP & safety manual; Conduct Mock Drill & Report and Overall Mock Drill Reports & Compliance

5 S Methodology : -

Implementation of 5S phases: They can be translated from the Japanese as "sort", "set in order", "shine", "standardize", and "sustain" for safety zone.

Participating in planning and implementing systems and procedures pertaining to HSE & Fire to avoid any accidents and personnel injuries. Advised management on regulatory provisions on HSE & Fire and ensured compliance thereto.

  • Meticulously conducting regular inspection of Fire Fighting systems and organised Fire Fighting drills periodically to ensure good performance of the Fire Fighting systems.
  • Efficiently recording unsafe act and unsafe condition and report immediately to the Operation and Safety Department.
  • Recording the daily findings and raise the issues of concern (related to fire & safety) in safety committee meeting.
  • Organizing Fire & Safety Training in & around Plant area to promote fire safety awareness. Incident investigation of all accidents / incidents in the Plant thoroughly Follow up for completion of installation of various fire protection systems as per IS and other fire protection system standards.
  • Responding to Fires & Emergency Calls inside as well as outside plants. Reviewing and updating of MSDS of various hazardous materials in the Plant.
  • Conducting and imparting fire & safety induction training to all new joiners
  • Conducting accident prevention and safety awareness programmed. Audit of Fire & Safety Management system ensuring compliance of HSE statutory requirements and Standards & Codes like ISO. Responding to emergency situations involving hazardous materials spillage, release of toxic chemical, fire and rescue incidents.
  • Preparing monthly report on Fire Safety Management Systems and updating management with fire & safety related issues. Also preparing of standards maintenance procedure of all fire & safety equipments

  • Ensuring implementation of safe operating procedures and standard maintenance practices to create accident-free environment.
Coordination / Liaising :-
  • Liaison with statutory and regulatory bodies for renewal of licenses obtaining clearances, consents and authorization for executing various expansion and modernization projects and also in connection to compliance with statutory / legal requirements.
  • Coordinating with external surveillance auditors for initiating relevant actions in case of non-compliance of specified norms.
  • Maintenance, (Breakdown & Preventive Safety Equipment )
  • Break down & preventive maintenance of utility equipments and light / heavy-duty motor transportation vehicles. Besides, handling of workshop cum machine shop pertain to the maintenance jobs .
  • Formulating / Implementing safety systems, fire prevention / protection & control and managing overall safety operations of the plant.
  • Coordinating with environment department for monitoring the level of air, noise & water pollution and initiating need based measures in case they supersede the pre-set parameters.
  • Participating in safety audits and training the staff members & operators for the audits.
  • should have knowledge of (First Aid).
