The Manager, Recruiting Specialists provides functionalleadership and strategic direction for the Recruiting Operations Specialist organization, a critical team that supports the operational and administrative activities of the recruitment function. Reporting to the Senior Manager, Technology & Operations, this role directly leads two Assistant Managers and is accountable for the overall performance, service quality, process consistency, and development of the broader specialist function.
The Manager establishes priorities, operating standards, and performance expectations across requisition and posting support, candidate screening assistance, offer preparation, administrative coordination, reporting, audits, and process quality activities. The role partners closely with US and GCN stakeholders to ensure the function delivers accurate, timely, compliant, and scalable support that enables recruiters to focus on high-value candidate and hiring-manager engagement.
Success requires strong people leadership, sound business judgment, operational discipline, stakeholder influence, and the ability to lead through ambiguity and changing business needs while maintaining accountability for service outcomes and team development.
Responsibilities:
FunctionalLeadership & Operating Direction
- Set the strategic and operational directionfor the Recruiting Operations Specialist function in alignment with TalentAcquisition priorities and service expectations.
- Lead two Assistant Managers and provideindirect leadership to the broader specialist team, ensuring clear roles,priorities, performance standards, and accountability.
- Translate business needs into staffing plans,work allocation, operating rhythms, and measurable service outcomes.
- Monitor capacity, productivity, quality, anddelivery risks across the function; adjust resources and upscale materialissues as appropriate.
Requisition &Posting Support
- Oversee processes that support recruiters withrequisition setup, preparation, and routing so required information iscomplete and ready for posting.
- Ensure job descriptions are refined forclarity, formatting, alignment to approved templates, and readiness forinternal or external posting.
- Maintain quality controls that help ensurepostings accurately reflect title, location, work model, role requirements,and screening criteria.
Candidate Screening & Recruiter Support
- Establish standards for prescreening questionsand related screening criteria in alignment with recruiter guidance andhiring requirements.
- Oversee candidate-review support andpreparation of shortlists of potentially qualified candidates for recruiterreview.
- Ensure accurate candidate, requisition, andworkflow documentation is maintained in applicant tracking systems and sharedtrackers.
Offer Preparation & Administrative Coordination
- Oversee the preparation of offer materials andsupporting documentation in accordance with established Talent Acquisitionprocesses.
- Ensure years-of-experience calculations andrelated candidate data checks are completed accurately and consistently tosupport offer preparation and compensation review.
- Maintain effective task tracking, follow-up,and escalation practices to prevent delays in requisition posting, candidatemovement, or offer preparation.
Process Quality, Compliance & Continuous Improvement
- Drive adherence to standard operatingprocedures, documentation requirements, governing guidelines, andconfidentiality expectations.
- Establish and monitor quality controls,recurring reporting, audits, process checks, and operational clean-upactivities.
- Partner with recruiters and RecruitingOperations & Technology leaders to improve process consistency, cycletime, quality, scalability, and service experience.
- Identify trends, root causes, andopportunities for automation, standardization, or workflow redesign.
People Leadership & Stakeholder Partnership
- Coach and develop Assistant Managers throughregular feedback, performance management, succession planning, and meaningfulgrowth opportunities.
- Build trusted partnerships with US and GCNstakeholders, communicate priorities and risks clearly, and influencedecisions that support effective recruiting operations.
- Represent the function in leadershipdiscussions, provide concise performance updates, and maintain composure whennavigating ambiguity, competing demands, and time-sensitive issues.
Education & Experience:
- Bachelor's degree required.
- Minimum of 10 years of progressive experiencein Talent Acquisition, recruiting operations, or a closely related field.
- Demonstrated experience leading a TalentAcquisition or recruiting operations team, including responsibility forday-to-day work, team performance, service delivery, and hiring outcomes.
- Experience leading through other peoplemanagers or supervisors preferred, including responsibility for amulti-layered team structure.
- Experience managing high-volume,process-driven work in a fast-paced environment with multiple stakeholdersand competing priorities.
