Job summary

RECEX Pvt. Ltd. is seeking a skilled Quantity Surveyor to manage tendering, estimation, BOQ preparation, and commercial activities for highway and infrastructure projects. The role ensures commercial control from tender through project execution.

The successful candidate will prepare detailed take-offs, review client requirements, and coordinate inputs with planning, design, procurement, and finance teams. A civil engineering or QS background with certification is preferred.

Qualifications

• Bachelor's degree or diploma in civil engineering, quantity surveying, construction management, or a related field.
• Additional certification in Quantity Surveying, Contracts Management, or Commercial Management is desirable.

Responsibilities

• Study tender documents, ROQs, BOQs, drawings, specifications, and conditions of contract to prepare detailed quantity take-offs and independent estimates.
• Prepare tender BOQs, cost sheets, rate analyses, and price summaries for highways, roads, expressways, bridges, and earthworks.
• Review BOQ items, specifications, construction methodology, and client requirements; identify exclusions, risks, and commercial qualifications.
• Coordinate with planning, design, procurement, construction, and finance teams for tender inputs and pre-bid meetings.
• Review contractual terms, BOQ conditions, payment terms, variations, and claims; monitor costs against budget and prepare interim payment applications.
• Maintain quantity and cost records, support monthly commercial reporting and cost forecasting, and assist in final accounts.

Job Purpose

To manage quantity surveying, tendering, estimation, costing, BOQ preparation, contract administration, billing, and commercial activities for highway, road, expressway, and related infrastructure projects. The role will support the company in preparing competitive and accurate bids while ensuring commercial control throughout project execution.

Key Responsibilities

Tendering & Estimation

• Study tender documents, RFPs, BOQs, drawings, specifications, conditions of contract, and scope of work.


• Prepare detailed quantity take-offs and independent estimates for highways, roads, expressways, bridges, structures, earthwork, pavement, drainage, utilities, and associated works.


• Review and analyze BOQ items, specifications, construction methodology, and client requirements.


• Prepare rate analysis for civil and infrastructure items, including material, labour, plant, subcontractor, overhead, and margin components.


• Obtain and evaluate quotations from suppliers and subcontractors.


• Prepare tender BOQs, cost sheets, comparative statements, and price summaries.


• Identify exclusions, assumptions, risks, and commercial qualifications in tender submissions.


• Assist in developing competitive bidding strategies and final tender pricing.


• Coordinate with planning, design, procurement, construction, and finance teams for tender inputs.


• Participate in pre-bid meetings, site visits, tender clarifications, and negotiations.

Contract & Commercial Management

• Review contractual terms, BOQ conditions, specifications, payment terms, variations, claims, and risk provisions.


• Monitor project quantities and costs against the awarded BOQ and budget.


• Prepare and verify interim payment applications and client bills.


• Measure executed quantities and reconcile them with approved drawings and site records.


• Prepare variation orders, extra-item claims, deviation statements, and rate justifications.


• Assist in preparation and substantiation of extension-of-time and contractual claims.


• Monitor subcontractor measurements, bills, variations, and commercial settlements.


• Maintain quantity and cost records throughout the project lifecycle.


• Support monthly commercial reporting and cost forecasting.

Quantity & Cost Control

• Conduct quantity reconciliation for major materials such as aggregates, bitumen, cement, steel, concrete, earthwork, and other project materials.


• Track actual quantities and costs against tender/BOQ quantities.


• Identify cost overruns, savings opportunities, and commercial risks.


• Assist project teams in maintaining budget and margin targets.


• Prepare cost-to-complete and forecast reports.

Documentation & Compliance

• Maintain tender files, BOQs, rate analyses, quotations, measurement sheets, contracts, and commercial correspondence.


• Ensure compliance with client, consultant, contract, and company procedures.


• Maintain proper documentation for audits, claims, variations, and final accounts.


• Support preparation of final bills and final account settlements.
