Job Summary
We are looking for an experienced Sr. Quantity Surveyor / Sr. QS Manager for Highway DPR Consultancy Projects. The candidate shall be responsible for quantity estimation, BOQ preparation, cost estimation, rate analysis, schedule of quantities, tender documentation, financial evaluation, and support in preparation of DPR reports for road, highway, bridge, tunnel, expressway, and infrastructure projects.
The candidate should have strong knowledge of MoRTH specifications, IRC standards, Schedule of Rates, DPR cost estimates, item-rate analysis, and tender documentation for highway consultancy assignments.
Key Responsibilities
1. Quantity Estimation for DPR Projects
- Prepare detailed quantity take-off from approved alignment, plan & profile, cross-sections, GADs, structure drawings, drainage drawings, and utility plans.
- Calculate quantities for earthwork, pavement, shoulders, median, drains, CD works, minor bridges, major bridges, flyovers, ROBs, underpasses, service roads, junctions, toll plaza, traffic safety works, and miscellaneous items.
- Prepare quantity statements for Feasibility Report, Draft DPR, Final DPR, and Revised DPR stages.
2. BOQ and Schedule Preparation
- Prepare detailed BOQ / Schedule of Quantities as per MoRTH specifications and client requirements.
- Classify items under road works, bridge works, drainage works, protection works, utility shifting, road furniture, traffic safety, environmental mitigation, tolling, and miscellaneous components.
- Ensure BOQ items are technically correct, complete, measurable, and aligned with drawings and reports.
3. Cost Estimation and Rate Analysis
- Prepare project cost estimates based on latest Schedule of Rates, MoRTH Data Book, market rates, lead statements, royalty, GST, contingencies, utility shifting cost, land acquisition cost, environmental mitigation, and other applicable provisions.
- Prepare rate analysis for non-schedule items, special items, extra items, and project-specific items.
- Prepare comparative cost statements for different alignment options, pavement options, structure options, and design alternatives.
4. DPR Report Support
- Provide quantity and cost inputs for Feasibility Report, Draft DPR, Final DPR, Technical Schedules, Executive Summary, and Cost Estimate chapters.
- Coordinate with Highway, Structure, Hydrology, Traffic, Pavement, Geotech, Environment, Land Acquisition, and Utility teams for finalization of quantities and cost.
- Review DPR drawings and reports to ensure consistency between design, BOQ, estimate, and schedules.
5. Tender and Contract Documentation
- Prepare tender BOQ, financial schedules, item descriptions, and technical schedules for EPC / HAM / Item Rate / BOT projects.
- Assist in preparation of tender documents, bid schedules, cost abstracts, contract packages, and project-wise estimate submissions.
- Review tender requirements issued by NHAI, MoRTH, MSRDC, PWD, NHIDCL, MMRDA, NMRDA, and other government authorities.
6. Variation and Revised Estimate Support
- Prepare revised cost estimates due to alignment changes, structure changes, scope additions, client comments, or authority requirements.
- Compare original and revised quantities with proper justification.
- Prepare cost impact statements for change in scope, change in design standards, additional structures, utility shifting, environmental measures, and land acquisition changes.
7. Coordination and Quality Control
- Coordinate with design teams to freeze quantities before DPR submission.
- Check quantity accuracy, formula sheets, cross-section outputs, structure quantities, and item descriptions.
- Ensure estimates and BOQs are prepared as per applicable codes, specifications, and client formats.
- Maintain proper records of assumptions, basis of estimate, drawings used, rate sources, and quantity backup sheets.
8. Authority / Client Interaction Support
- Attend meetings with client / authority for discussion on project cost, BOQ, estimate, and rate analysis.
- Prepare replies to client observations related to quantities, cost, rate analysis, and tender schedules.
- Support the project team during technical appraisal, cost review, and DPR approval process.
Required Qualification
- B.E. / B.Tech in Civil Engineering or Diploma in Civil Engineering.
- Additional certification in Quantity Surveying, Estimation, Contracts, or Highway Engineering will be preferred.
Required Experience
- Minimum 10 to 15 years of experience in quantity surveying, estimation, BOQ preparation, and cost estimation for Highway / Road / Bridge / Infrastructure DPR consultancy projects.
- Experience in DPR consultancy assignments for NHAI, MoRTH, MSRDC, PWD, NHIDCL, MMRDA, NMRDA, or similar government authorities will be preferred.
Technical Skills Required
- Strong knowledge of MoRTH Specifications, IRC standards, MoRTH Data Book, and State Schedule of Rates.
- Experience in highway DPR cost estimation, BOQ preparation, and rate analysis.
- Ability to read and understand plan & profile drawings, cross-sections, GADs, structure drawings, utility plans, and technical schedules.
- Good knowledge of earthwork quantity, pavement layers, structures, drainage, traffic safety, toll plaza, environmental mitigation, and utility shifting items.
- Proficiency in MS Excel, AutoCAD, quantity calculation sheets, estimation formats, and documentation tools.
- Knowledge of EPC / HAM / Item Rate tender BOQ and financial schedules will be preferred.
- Strong numerical and analytical ability.
- Accuracy in quantity calculation and cost estimation.
- Good coordination with multi-disciplinary DPR teams.
- Strong documentation and presentation skills.
- Ability to work under strict DPR submission timelines.
- Knowledge of government authority formats and approval procedures.
- Ability to guide junior QS engineers and estimation staff.
Preferred Project Exposure
- National Highways and State Highways DPR.
- Access-controlled expressways and greenfield highways.
- Major bridges, flyovers, ROBs, VUPs, LVUPs, PUPs, CUPs, and CD structures.
- Feasibility Study, Draft DPR, Final DPR, Revised DPR, and Cost Estimate submissions.
Job Purpose
To ensure accurate quantity estimation, BOQ preparation, cost estimate finalization, rate analysis, and tender schedule preparation for Highway DPR Consultancy Projects, supporting timely and technically sound DPR submissions to the client / authority.
