Job summary

Lead - IR & Admin Responsibilities

Key Responsibilities of Role

• Maintain harmonious relations between project management, contractors and workforce.
• Identify early warning signals of labour unrest and productivity risks.
• Coordinate resolution of labour grievances and disputes.
• Support negotiations and discussions with worker representatives when required.
• Facilitate workforce engagement programs and awareness initiatives.
• Ensure compliance with all applicable Labour Codes, Rules and Regulations.
• Monitor statutory compliance of contractors, subcontractors and manpower agencies.
• Establish labour compliance monitoring mechanisms across project sites.
• Ensure timely renewal and validity of licenses, registrations and statutory approvals.
• Conduct periodic compliance audits and identify gaps for corrective action.
• Maintain compliance dashboards and MIS reports for management review.
• Monitor deployment of contractor manpower against statutory and contractual requirements.
• Verify labour licenses, CLRA requirements, wage payments, PF, ESIC and statutory benefits.
• Ensure contractors maintain statutory registers, records and documentation.
• Conduct regular contractor compliance reviews and performance assessments.
• Recommend corrective actions and contractual remedies for non-compliance.
• Ensure labour camps comply with statutory requirements and company standards.
• Monitor accommodation, sanitation, drinking water, food facilities, housekeeping and waste management.
• Conduct regular labour camp inspections jointly with EHS and project teams.
• Drive improvements in labour welfare facilities and worker satisfaction.
• Ensure compliance with health, hygiene, safety and welfare provisions.
• Coordinate with Labour Department, Labour Commissioner Office and other statutory authorities.
• Facilitate inspections, audits and compliance reviews by government agencies.
• Ensure timely submission of statutory returns and responses.
• Support management in handling labour-related notices and legal matters.
• Assess labour-related risks that may impact project schedule, productivity or reputation.
• Develop mitigation plans for labour shortages, unrest and non-compliance risks.
• Support mobilization planning and workforce readiness reviews for major project milestones.
• Ensure business continuity through proactive workforce governance.
• Conduct periodic labour compliance audits across all contractors.
• Prepare labour compliance scorecards and contractor rankings.
• Develop workforce analytics related to manpower deployment, compliance status and labour welfare.
• Present compliance status and risks to Project Leadership and Asset Infra Head.
• Track closure of audit observations and non-conformities.

Qualifications Required

Qualifications & Experience

• 10 to 15 years of relevant experience in Industrial Relations, Labour Compliance or Workforce Governance.
• Experience in large infrastructure, airport, metro, power, manufacturing, ports or construction projects.
• Experience handling large contractor workforce environments exceeding 1,000 manpower.
• Hands-on exposure to labour camp audits, compliance inspections and statutory interactions.

Graduate in any discipline. PG Degree / MBA in HR, Labour Welfare, Industrial Relations or Personnel Management preferred. Diploma in Labour Laws, Industrial Relations or Social Welfare preferred.
