Job summary

Hill International in Mumbai is seeking a Senior HSE Manager to lead the Project HSE Plan and ensure compliance with statutory, client, and company safety requirements on high-rise projects. You will coordinate with construction, engineering, and subcontractor teams to embed safety in daily operations.

The ideal candidate has 15+ years of HSE experience, strong communication skills, and proven ability to work across global stakeholders to uphold a zero-accident safety culture on site.

Qualifications

  • 15+ years of overall experience including HSE experience with High Rise projects.
  • Excellent verbal and written communication skills.
  • Experience working on a global scale and engaging with diverse stakeholders.

Responsibilities

  • Implement and monitor the Project HSE Plan in compliance with statutory, client, and company safety requirements.
  • Ensure strict adherence to local safety laws, rules, and regulations, including Factory Act, Building & Other Construction Workers (BOCW) Act, and applicable IS/OSHA standards.
  • Conduct regular site safety inspections, audits, and risk assessments to identify unsafe acts and conditions.
  • Ensure implementation of Job Safety Analysis (JSA), Method Statements, PTW (Permit to Work) systems, and control measures for highrisk activities. Coordinate with construction, engineering, and subcontractor teams to integrate safety requirements into daily operations.
  • Conduct toolbox talks, safety training programs, induction sessions, and awareness campaigns for workmen and staff.
  • Monitor and enforce the use of Personal Protective Equipment (PPE) at site and ensure its availability and compliance.
  • Maintain proper documentation including safety records, inspection reports, training logs, incident registers, and statutory registers.
  • Ensure safe practices for working at height, lifting operations, excavation, scaffolding, hot work, electrical works, and confined spaces.
  • Participate in emergency preparedness planning, mock drills, and crisis management procedures.
  • Promote a strong safety culture and zeroaccident philosophy across the project.

Preferred candidate profile
  • Bachelors degree in Civil Engineering or related field.
  • 15+ years of overall experience including HSE experience with High Rise projects.

  • Work with a wide range of utility service providers and engage extensively with stakeholders from the commercial and public sectors.
