Job Purpose
To lead and govern the planning, execution, monitoring, and continuous improvement of HTIC Global's programs and projects. The role is responsible for establishing and continuously maturing an enterprise PMO, implementing a standardized delivery framework across business units, and providing senior management with clear and timely visibility into portfolio health, risks, financial performance, delivery timelines, and SLA compliance.
The role combines strategic portfolio leadership with hands-on delivery oversight and people management, ensuring that client and internal engagements are delivered on time, within approved budgets, and in accordance with defined quality, contractual, and SLA standards.
Duties and Responsibilities
1. Primary
- Establish, lead, and continuously mature the enterprise PMO, including its charter, operating model, governance structure, and delivery framework.
- Define and implement standardized project and program management methodologies, including Agile, hybrid, templates, stage gates, quality checkpoints, and governance practices.
- Lead governance forums, steering committees, and program reviews, ensuring timely decision-making and resolution of cross-functional issues.
- Ensure compliance with contractual obligations, client SLAs, internal policies, governance standards, and audit requirements.
- Own the end-to-end portfolio of client and internal programs from initiation, planning, execution, monitoring, and control through successful closure.
- Work with senior leadership to prioritize initiatives based on business value, strategic importance, risk, resource capacity, and organizational priorities.
- Oversee scope, schedules, budgets, resources, quality, risks, dependencies, and deliverables across multiple concurrent programs and geographies.
- Provide direct intervention and leadership support for critical, delayed, or at-risk programs to recover delivery and ensure successful outcomes.
- Establish structured processes for identifying, assessing, monitoring, and mitigating portfolio-level risks, issues, dependencies, and changes.
- Monitor program financials, including budgets, forecasts, margins, billing milestones, resource costs, and cost variances.
- Prepare and present executive dashboards, MIS, and portfolio reports covering delivery performance, KPIs, financials, risks, and SLA performance.
- Select, implement, and manage appropriate PMO and delivery management tools to establish a single source of truth for project and portfolio information.
- Drive process improvement, automation, standardization, and operational excellence across delivery and operations teams.
- Establish lessons-learned and continuous improvement mechanisms to improve delivery quality and efficiency.
- Act as a senior point of contact for key clients regarding delivery commitments, escalations, program performance, and issue resolution.
- Align business heads, operations, technology, finance, HR, and other stakeholders on program objectives, priorities, resource requirements, and delivery plans.
- Lead, develop, and manage program managers, project managers, and PMO analysts.
- Establish a high-accountability delivery culture through clear objectives, performance management, coaching, mentoring, and succession planning.
- Plan and manage resource capacity and allocation across programs to ensure optimal utilization and timely delivery.
- Evaluate portfolio and program performance against defined objectives, KPIs, financial targets, SLAs, and expected business outcomes.
2. Secondary
- Recruit, interview, select, onboard, and manage program/project management personnel and consultants in consultation with relevant managers.
- Develop and maintain appropriate PMO policies, procedures, templates, frameworks, documentation, and governance standards.
- Maintain accurate and confidential program, portfolio, financial, risk, resource, and performance records.
- Coordinate with external consultants, technology partners, vendors, and other stakeholders where required.
- Ensure appropriate project and program documentation, reporting, and communication mechanisms are maintained throughout the delivery lifecycle.
- Facilitate cross-functional collaboration between business, operations, technology, finance, HR, and other support functions.
- Identify opportunities to improve delivery methodologies, project controls, resource utilization, reporting, and operational efficiency.
- Monitor adoption of PMO standards, tools, governance frameworks, and reporting practices across business units.
- Support senior management in strategic planning, portfolio prioritization, capacity planning, and organizational transformation initiatives.
- Ensure appropriate controls are established to minimize delivery risks, cost overruns, delays, SLA breaches, quality issues, and client escalations.
- Track and report team engagement, retention, capability development, and succession planning within the PMO.
- Conduct post-program reviews and ensure lessons learned are incorporated into future programs and delivery practices.
Qualification
- Bachelor's degree in Engineering, Computer Science, Business Administration, or a related field.
- PMP certification is strongly preferred.
- PgMP, PRINCE2, SAFe, ITIL, Lean Six Sigma, or equivalent certifications will be an added advantage.
- MBA or equivalent postgraduate qualification from a reputed business school or university is preferred.
Experience
- Minimum 14+ years of total professional experience.
- Minimum 5+ years of experience in senior leadership roles in Delivery Management, Program Management, Portfolio Management, or PMO.
- Proven experience managing multiple large and concurrent programs across functions, business units, or geographies.
- Strong experience in establishing, setting up, transforming, or maturing an enterprise PMO.
- Strong experience in developing and implementing governance frameworks, delivery methodologies, reporting structures, and performance management systems.
- Proven experience in managing program scope, schedules, budgets, resources, quality, risks, dependencies, and stakeholder expectations.
- Strong experience in managing program financials, including budgeting, forecasting, margins, P&L, billing milestones, and cost variance.
- Experience in managing senior stakeholders, CXOs, clients, business heads, and cross-functional teams.
- Experience in IT services, BPO/outsourcing, travel, aviation, insurance, financial services, or related industries will be preferred.
- Experience working with clients or stakeholders in the UAE / Middle East will be an added advantage.
