The Deputy General Manager – Project Management Office (PMO) is responsible for supporting the strategic planning, governance, execution, monitoring, and successful delivery of the organization’s project portfolio. The role provides leadership across project management standards, processes, reporting, resource coordination, risk management, and performance improvement. The position works closely with senior leadership, business stakeholders, project managers, functional teams, vendors, and other relevant parties to ensure that projects are aligned with organizational objectives and delivered within approved timelines, budgets, quality standards, and scope.

Key Responsibilities
PMO Strategy and Governance
  • Support the development and implementation of the organization’s PMO strategy, framework, policies, standards, and operating model.
  • Establish and maintain consistent project governance practices across departments and project teams.
  • Define project lifecycle requirements, stage-gate reviews, approval processes, escalation mechanisms, and decision-making frameworks.
  • Ensure that projects are aligned with business priorities, strategic objectives, expected benefits, and available organizational capacity.
  • Support portfolio prioritization and provide recommendations regarding project initiation, continuation, reprioritization, or closure.
Project and Portfolio Management
  • Oversee the planning and monitoring of multiple projects and programs across the organization.
  • Review project charters, business cases, schedules, budgets, resource plans, quality plans, and delivery strategies.
  • Track project progress against approved scope, schedule, cost, quality, benefits, and performance objectives.
  • Coordinate portfolio-level reporting and provide consolidated visibility into project health, dependencies, milestones, risks, issues, and resource requirements.
  • Identify cross-project dependencies, conflicts, constraints, and opportunities for improved sequencing or resource utilization.
  • Facilitate timely corrective actions and escalation of significant deviations to the appropriate stakeholders.
Leadership and Team Management
  • Lead, guide, and mentor project managers, PMO professionals, project coordinators, and other project team members.
  • Promote accountability, collaboration, ownership, and disciplined project execution across the organization.
  • Support workforce planning, capability development, performance management, and succession planning within the PMO function.
  • Build a high-performing project management culture based on transparency, continuous improvement, and measurable results.
  • Provide coaching and support to project teams in resolving complex delivery, stakeholder, commercial, and operational challenges.
Project Controls and Performance Management
  • Establish effective project control mechanisms for schedule, cost, scope, change, risk, issue, quality, resource, and benefits management.
  • Develop and maintain project performance dashboards, management reports, scorecards, and executive presentations.
  • Analyze project data and trends to identify early warning signals, delivery risks, performance gaps, and improvement opportunities.
  • Ensure that project documentation, status reports, decisions, action logs, approvals, and lessons learned are maintained accurately and consistently.
  • Monitor the effectiveness of project controls and recommend enhancements where required.
Risk, Issue, and Change Management
  • Oversee the identification, assessment, mitigation, monitoring, and reporting of portfolio and project risks.
  • Ensure that critical issues are documented, assigned, tracked, and resolved within agreed timelines.
  • Review the impact of proposed changes on scope, schedule, cost, resources, quality, compliance, and expected benefits.
  • Support structured change control and ensure that changes are appropriately evaluated, approved, communicated, and implemented.
  • Coordinate contingency planning and response strategies for high-impact risks and delivery challenges.
Stakeholder and Communication Management
  • Act as a key point of coordination between senior management, project sponsors, business units, project teams, and external partners.
  • Prepare and present concise, accurate, and insight-driven project updates to leadership and governance committees.
  • Facilitate project review meetings, steering committee sessions, portfolio reviews, and decision-making forums.
  • Build effective relationships with stakeholders and ensure clear communication of project objectives, progress, concerns, decisions, and expectations.
  • Resolve conflicts and support alignment among stakeholders with differing priorities or requirements.
Financial, Commercial, and Resource Oversight
  • Support project budgeting, forecasting, cost tracking, financial reporting, and variance analysis.
  • Monitor resource allocation across the project portfolio and identify capacity gaps, bottlenecks, and utilization concerns.
  • Coordinate with procurement, finance, legal, operations, and vendor management teams on project-related commercial matters.
  • Monitor vendor and consultant performance against contractual commitments, deliverables, timelines, and service expectations.
  • Promote efficient use of financial, human, technological, and operational resources.
Process Improvement and Digital Enablement
  • Review and improve PMO processes, templates, tools, methodologies, and reporting standards.
  • Promote the use of appropriate project management methodologies, including predictive, agile, hybrid, or other fit-for-purpose approaches.
  • Encourage the use of project management platforms, dashboards, workflow tools, and data-driven reporting solutions.
  • Conduct project and portfolio health assessments, audits, maturity evaluations, and post-implementation reviews.
  • Capture lessons learned and translate them into practical improvements for future projects.

Education

Experience
  • Significant experience in project management, program management, portfolio management, PMO operations, or strategic delivery management.
  • Demonstrated experience managing complex, cross-functional, multi-stakeholder projects or programs.
  • Experience in PMO governance, project controls, portfolio reporting, risk management, budgeting, resource planning, and change management.
  • Proven experience leading and developing project management teams.
  • Experience working with senior executives, steering committees, business leaders, functional departments, vendors, and external partners.
Professional Certifications
  • Project Management Professional (PMP), PRINCE2, Agile, Scrum, or an equivalent project management certification is preferred.
  • Additional qualifications in portfolio management, program management, risk management, business analysis, or change management are advantageous.
Technical and Professional Skills
  • Strong knowledge of project, program, and portfolio management principles, methodologies, tools, and governance practices.
  • Proficiency in project scheduling, budgeting, forecasting, reporting, performance measurement, and project controls.
