Job summary

GMR Group in India seeks a General Manager – Civil & Finishes to lead the Civil & Finishes Centre of Excellence across airport projects, ensuring safety, quality, and efficiency in civil works and interior finishes.

You will drive standardization, capability development, and asset lifecycle strategies, partnering with internal teams and external vendors to deliver on-time, within-budget project outcomes for manned and turnkey contracts.

Qualifications

  • B.E or B.Tech in Civil Engineering.
  • NDT Level 2 Certifications.
  • 20+ years of experience in asset lifecycle management and civil/finishes.
  • Experience with safety and regulatory compliance in airport projects.

Responsibilities

  • Define and maintain civil engineering standards, specifications, SOPs and quality benchmarks across airport projects.
  • Drive harmonization of civil works and finishes across roads, runways, taxiways, terminals and ancillary buildings.
  • Lead design reviews, BOQ validation, and value engineering for CAPEX/OPEX and sustainability outcomes.
  • Vet and approve electrical systems designs while ensuring safety compliance.
  • Promote eco-friendly materials, low-VOC finishes, and sustainable design elements.
  • Develop lifecycle costing models and data-driven maintenance strategies.

Job Description:

JOB PURPOSE

The General Manager – Civil & Finishes is responsible for leading the Civil & Finishes Centre of Excellence (CoE) responsible for driving technical excellence, standardization, capability development, and operational support across airport projects. This role ensures consistent quality, safety, innovation, and efficiency in civil and finishes works across sites under both manpower and turnkey contracts.

KEY ACCOUNTABILITIES

Technical Leadership & Governance

  • Define and maintain electrical engineering standards, specifications, SOPs, and quality benchmarks across all airport projects.
  • Drive harmonization of practices for civil works and finishes across roads, runways, taxiways, aprons and auxiliary buildings.
  • Evaluate new technologies, materials, and methodologies for improving asset performance and lifecycle.
  • Track and report on key metrics such as surface durability, structural integrity, finish quality index etc.
  • Participate in internal and client reviews, representing civil & finishes works performance across airports.

  • % Improvement in system uptime and asset lifecycle cost
  • Number of new technologies/materials evaluated and adopted

Design & Engineering Support

  • Provide design inputs, BOQ validation, and technical reviews for structural systems, flooring, faade treatments, roofing, and interior finishes in new airport development or refurbishing projects.
  • Lead value engineering exercises to optimize designs with respect to CAPEX, OPEX, and sustainability outcomes.
  • Vet and approve electrical systems designs shared by OEMs/consultants while ensuring adherence to safety standards.
  • Support resolution for complex technical issues and drive hazard identification and mitigation practices.
  • Promote the use of eco-friendly construction materials, low-VOC finishes, and sustainable design elements in civil works.

  • Variance between planned and actual cost
  • No. of value engineering proposals accepted and implemented
  • % designs meeting prescribed benchmarks
  • Resolution turnaround time for complex technical issues

Asset Lifecycle & Maintenance Strategy

  • Define asset lifecycle strategy for civil structures and interior finishes, including schedules for preventive maintenance, condition-based inspections, and durability benchmarks.
  • Develop lifecycle costing models and TCO (Total Cost of Ownership) projections for civil components (e.g., pavements, terminal finishes, faade elements) to support investment decisions.
  • Recommend and implement digital tools (CMMS, IoT sensors, etc.) to enable data-driven maintenance.
  • Develop health monitoring protocols and root cause analysis frameworks.

Key Performance Indicators (KPIs)

  • % assets covered under predictive/preventive maintenance strategy
  • Reduction in unplanned downtime of assets
  • No. of root cause analyses completed and closed
  • Accuracy of lifecycle cost estimations vs. actual costs incurred

Project Commissioning Support

  • Support site teams during civil and interior fit-out commissioning to ensure alignment with finishing standards, and structural design criteria.
  • Develop and standardize commissioning checklists and handover documentation.
  • Facilitate third-party validations or certifications (e.g., IGBC, GRIHA) of civil and interior works at the time of handover.

Key Performance Indicators (KPIs)

  • % projects where commissioning checklists were fully complied with
  • No. of sites supported during commissioning phases
  • Time taken for handover post-completion

Vendor Management

  • Build and maintain a vendor evaluation framework for key material suppliers and service providers.
  • Track vendor performance across projects using a centralized rating system based on quality, delivery, support, and innovation.

  • No. of vendors evaluated through defined framework
  • No. of new technically prequalified vendors onboarded

Knowledge Management

  • Build in-house capabilities by designing training modules for site engineers and technicians.
  • Lead technical upskilling initiatives, certifications, and knowledge repositories.
