Job summary

BDO India is seeking a senior professional with 9+ years of experience in project assessment, public finance, procurement and contract management to support program budgeting and expenditure control. The role involves ensuring timely reporting, dashboard support, and advising on capital mobilisation for infrastructure projects.

Candidate should have exposure to PFMS portal and experience in mapping schemes to drive district-level investments.

Qualifications

• 9+ years of relevant experience across project assessment, public finance, procurement and contract management with government or private agencies.
• Experience in preparing revenue models or bid documents for at least one eligible assignment.
• Experience with capital mobilisation/finance projects for state or central government would be advantageous.

Responsibilities

• Ensure sufficient budget for implementing program activities.
• Ensure expenditure is incurred as per the Program Expenditure Framework and is reported in a timely manner.
• Ensure that no funds are left unused in any bank account.
• Support mapping of existing schemes/programs for prioritized sectors.
• Identify reasons for low budget utilization and assist in improving utilization.
• Support development and update of the dashboard.
• Identify gaps in available funds at district level to expenditure projection for the next 5 years for driving key infrastructure projects in the thrust sectors.
• Support transaction advisory for capital mobilisation through onboarding of capital mobilisation partners for development of infrastructure.
• Experience with PFMS portal.

Role & responsibilities

Experience:

• More than 9 years' relevant experience across areas of Project Assessment, Public Finance, Public Procurement and Contract Management with Government / private agencies
• Should have worked on preparation of revenue model and/or bid documents for 1 (five) eligible Assignment
• Working related experience of at least 1 capital mobilisation / finance projects of state / central government of India would be an advantage

Preferred candidate profile
