Job summary

Growth For Impact is seeking a senior business development leader to own institutional opportunities from initial discussion to hand‑over to delivery teams. You will design AI concepts with senior stakeholders, assess data needs, ensure interoperability with registries and platforms, and work across government partners to align operating models and budgets.

Travel 20‑30% is required to engage with central and state departments, multilaterals, and funders while securing signed, funded contracts

Qualifications

• 12‑15+ years of experience in business development, partnerships, or institutional growth within government systems or major funders.
• Proven ability to convert new institutional relationships into signed, funded contracts.
• Experience leading digital public infrastructure or digital governance programmes such as registries, identity systems, payments, data exchange layers, or related services.
• Demonstrated capability to design end‑to‑end AI solutions for domain problems, covering data.

ROLE

• Own institutional opportunities end to end, from initial conversation through problem definition, scoping, proposal, negotiation, contracting, kick‑off, and hand‑over to the delivery team.


• Design AI concepts end to end, working with senior stakeholders to define problem statements, assess data availability, determine AI applicability, ensure interoperability with existing registries, platforms, and exchange layers, define operating models, and calculate ongoing costs.


• Lead proposal development, including scope, technical approach, timeline, risk assessment, commercial model, and budget, ensuring alignment with institutional needs and margin requirements.


• Navigate the ecosystem of central and state technology departments, digital missions, multilaterals, advocacy networks, and funders, understanding their budgeting and decision‑making processes.


• Run the project pipeline: maintain visibility of live projects, close stalled initiatives, validate deliverability with engineering, field, and evaluation teams, and report progress and risks to the CEO.


• Ensure engagements start with clear agreement on scope, success measures, and operating model between the client and delivery team, securing institutional ownership of outcomes.


• Approve all deliverables, proposals, and publications within the domain; manage the domain budget for research, reusable materials, conference presence, and speculative proposals; review scope and pricing of every proposal before submission.


• Travel 20‑30% of the time as required.

REQUIREMENTS

• 12‑15+ years of experience in business development, partnerships, or institutional growth within government systems, development organisations, or major funders.


• Proven ability to convert new institutional relationships into signed, funded contracts.


• Experience leading digital public infrastructure or digital governance programmes such as registries, identity systems, payments, data exchange layers, or related services.


• Ability to work closely with engineers without needing to write code.


• Deep understanding of public systems and large development institutions, including decision‑making processes, procurement, budgeting, and adoption drivers.
