ROLE

• Map the data the platform holds and document its purposes for departmental maintenance.
• Design the consent approach, including messaging, language, timing, and handling of consent refusal or withdrawal.
• Write data governance artefacts such as access control models, retention and deletion rules, sharing agreements, and lineage records suitable for audit.
• Test the consent flow in the field with members and community cadres, and report issues.
• Support the department in taking ownership of the governance framework after handover.
• Write briefs for counterparts and funders.
• Work on rural or last‑mile systems where users may not be literate or online.

REQUIREMENTS

• Minimum three years of experience in data governance, privacy, digital rights, policy, or a related field, with exposure to government or large institutional systems.
• Proven ability to translate legal or policy requirements into technical specifications that engineers can implement.
• Working knowledge of Indian data protection law and consent architecture used in Indian digital public infrastructure.
• Ability to discuss data flow and architecture with engineers.
• Strong written communication skills; ability to write clearly and quickly in both field and policy contexts.
• Proficiency in Hindi and willingness to travel 25‑30% of the time.
• Familiarity with consent management frameworks or account aggregator‑style architectures.
• Prior experience working with a regulator, digital mission, or civil society organization on data rights.
• Proficiency in at least one additional Indian language.
• Successful completion of reference check and employment verification.
• Disclosure of any current or recent engagements with government, multilateral, or development finance institutions that could present a conflict of interest.
