Job summary

Growth For Impact is seeking a senior leader based in Delhi to own the DPI and Digital Governance domain. You will define offerings, pricing, and quality assurance, approve all domain deliverables, and oversee ICDIA delivery across two workstreams with a strong focus on governance and impact.

You will manage client and funder relationships, set annual workplans, escalate issues, and drive multi-country projects, including reporting, budgeting, and risk management.

Qualifications

• Extensive experience in digital government or development consulting, including multi-country programme leadership.
• Proven accountability for donor-funded programmes with milestone-linked payments.
• Ability to secure signed, funded contracts from institutional relationships.
• In-depth knowledge of India's digital public infrastructure landscape.
• Experience building institutional capability rather than substituting for it.

ROLE

• – Own the DPI and Digital Governance domain: define offerings, target customers, pricing, and quality assurance.
• – Approve every deliverable, proposal, and publication within the domain.
• – Own delivery on ICDIA against the milestone schedule, managing two concurrent workstreams and payment-triggering deliverables.
• – Maintain the risk register and elevate issues beyond the team’s remit.
• – Hold the ICDIA client relationship, agree on the annual workplan, and determine escalation or internal resolution of problems.
• – Manage the funder relationship, including milestone and narrative reporting, budget variance tracking, and scope or timeline changes.
• – Build the wider domain pipeline beyond ICDIA, engaging national and state digital programmes, multilateral digital public goods teams, and funding foundations.
• – Lead the ICDIA team: three functional leads and a network of experts and consultants; set standards, resolve capacity conflicts, and develop capability over three years.
• – Design and execute the ICDIA handover, creating SOPs, assets, rubrics, relationships, and a costed plan for post‑investment operations.
• – Manage the domain budget for research, reusable materials, conference presence, and speculative proposals, ensuring proper accounting.

REQUIREMENTS

• – Twelve to fifteen or more years of experience in digital government, public policy advisory, or development consulting, including multi‑country programme leadership.
• – Proven accountability for donor‑funded programmes with milestone‑linked payments and associated funder reporting.
• – Demonstrated ability to convert new institutional relationships into signed, funded contracts multiple times.
• – In‑depth knowledge of India’s digital public infrastructure landscape, including ownership, decision‑making bodies, and production‑stage systems.
• – Experience building capability within institutions rather than substituting for it.
• – Sufficient technical depth to discuss platform architecture, transferability, and digital public goods with engineers and institutional leaders.
• – Ability to engage senior officials substantively without a briefing note.
• – Based in Delhi with willingness to travel up to 30% of the time.
• – Prior experience in a digital mission, DPI‑building organization, or government technology programme.
• – Experience with South‑South cooperation, bilateral partnerships, or multilateral DPI initiatives.
• – Familiarity with government access to development finance, including concessional and blended instruments.
• – Experience working in low‑and middle‑income country government contexts outside India.
• – Successful completion of reference check and employment verification.
• – Declaration of any current or recent engagements with governments, multilateral or development finance institutions that could present a conflict of interest.
