The DGM-Personnel Management Team assists the General Manager -Talent Development of ONESEA SHIP MANAGEMENT PRIVATE LIMITED in ensuring the proper functioning and fulfilment of the objectives of the Talent Development covering Personnel Management Group. This role includes leading day-to-day personnel management operations for the assigned group of managed vessels, ensuring seamless crew planning, deployment, and relief scheduling. The role holder supervises Managers and the full reporting chain within the department, monitors crew wage and allotment processing, and addresses escalated crew grievances and welfare matters. Additional responsibilities include ensuring RPSL compliance, liaising with principal ship managers and manning agents and reporting departmental KPIs to the General Manager.
Primary Responsibilities:
- Assists the General Manager-Talent Development of ONESEA SHIP MANAGEMENT PRIVATE LIMITED in the proper functioning and fulfilment of the objectives of the Personnel Management Group.
- Leads day-to-day personnel management operations for the assigned group of vessels, ensuring seamless crew planning, deployment and relief scheduling.
- Supervises Manager(s) and the full reporting chain (Deputy Managers, Senior Executives, Executives) within the department, sets performance standards and reviews team output.
- Coordinates crew changes, sign-on/sign-off schedules and relief planning in line with contract durations and vessel requirements.
- Ensures timely renewal of crew certificates, visas and travel documentation in coordination with the documentation team.
- Monitors crew wages, allotments and DA/PDA processing for accuracy and timeliness across the department.
- Approves recruitment decisions, promotions and any deviations from standard manning criteria within delegated authority.
- Addresses crew grievances and welfare matters escalated from Managers; escalates unresolved matters to the General Manager.
- Ensures RPSL compliance for all personnel records and readiness for DG Shipping/IRS audits within the assigned group.
- Liaises with principal ship managers and manning agents on crew matters specific to the assigned vessels.
Management Reporting:
- Communicates expectations to direct reports, manages performance, and provides leadership and support to team members in a constructive, efficient, and effective way.
- Ensures that all reporting employees adhere to company policies and procedures.
- Is familiar with the Health, Safety, Environmental Protection and Quality Policy and understands the responsibilities under the Environmental Management System (EMS). Reports any noncompliance and/or concern to the General Manager or senior management directly or through the open reporting system as per Management System guidelines.
Budget and KPI Management:
- Monitors crewing operating budget for the assigned group, provides relevant commentary where required and keeps the General Manager advised on developments requiring action.
- Assists the General Manager in developing measures and initiatives based on identified Fleet Personnel KPIs so results are reflected in financial reporting.
- Maintains crew pool, availability lists, and crewing trackers for the assigned vessels.
Communications and Reporting:
- Provides guidance and direction to Managers and team members in coordinating crew matters with vessels and manning agents.
- Works with the General Manager to enable successful change management in a constructive and effective manner, improving departmental performance.
- Reports departmental KPIs, manning status and risks to the General Manager on a regular basis.
Requirements:
- Bachelor's degree, preferably in maritime studies; Master Mariner (CoC Class I) or MEO Class I C/E preferred.
- Minimum 5 years of experience in crewing/personnel management, including relevant sea service where applicable.
- At least 5 years of experience working at a shore-based crewing management level.
- Strong communication and interpersonal skills; good command of English.
- Thorough knowledge of RPSL requirements, crew planning, and relief scheduling.
- Good leadership skills and ability to manage a multi-tier reporting team.
- Proficiency with Microsoft Office Suite (including Outlook, Word, and Excel).
- Attention to detail and a proven track record in producing accurate, quality work.
Additional Desired Qualifications:
- Experience working with container ships engaged in international trading.
- Appropriate years of seagoing experience as Master Mariner or Chief Engineer.
- Prior experience supervising a multi-tier crewing team.
