DSP Engineering Services Pvt. Ltd. is seeking an experienced and commercially strong Head Costing & Budgeting to lead costing, budgeting, quantity surveying, estimation, tender costing, BOQ review, cost control, and commercial reporting functions. The role demands strong expertise in construction costing, quantity take-offs, budget preparation, rate analysis, tender documentation, value engineering, cost benchmarking, contract administration, and project cost monitoring. The candidate will establish a structured costing function that ensures accurate pricing, cost visibility, margin protection, tender competitiveness, and effective commercial decision-making.
Key Responsibilities
1. Costing & Budgeting Leadership
- Lead costing and budgeting functions for construction, engineering, QS, BIM, MEP, architectural, structural, and project support services.
- Prepare and validate budgets, estimates, BOQs, rate analysis, tender costing, and commercial submissions.
- Develop cost control frameworks and support pricing strategy, margin analysis, and cost planning.
2. Quantity Surveying & BOQ Management
- Review quantity take-offs, BOQs, measurement sheets, and cost schedules.
- Ensure quantities are accurate and aligned with drawings, specifications, and project scope.
- Guide teams on BOQ structuring, trade-wise costing, and measurement practices based on IS 1200 standards.
- Review civil, structural, architectural, MEP, interior, and infrastructure quantities.
3. Tender Costing & Bid Support
- Lead tender costing and commercial review for proposals, RFQs, RFPs, and bids.
- Prepare tender budgets, pricing summaries, and cost breakdowns.
- Identify missing scope, risks, exclusions, and commercial gaps before submission.
- Support competitive pricing and margin protection strategies.
4. Rate Analysis & Cost Benchmarking
- Develop rate analysis templates for all construction disciplines and consultancy services.
- Maintain historical cost data, productivity norms, vendor rates, and market benchmarks.
- Prepare cost comparisons, variance analysis, and value engineering options.
- Build standard costing libraries for recurring projects.
5. Cost Control & Commercial Monitoring
- Monitor budgets against actual, committed, and forecast costs.
- Prepare cost reports, variance reports, and commercial dashboards.
- Identify cost overruns, scope creep, underpricing, and margin leakage early.
- Recommend corrective actions to improve profitability and project performance.
6. Contractual & FIDIC Knowledge
- Review commercial terms, payment conditions, variations, claims, and contractual obligations.
- Apply FIDIC knowledge in payment certification, claims, notices, and extensions of time.
- Support commercial correspondence, variation statements, and claim-related cost documentation.
7. Value Engineering & Cost Optimization
- Lead value engineering to identify cost-saving opportunities without compromising quality or performance.
- Analyze design alternatives, materials, procurement strategies, and construction methods.
- Provide practical cost optimization recommendations during design, tendering, and execution.
8. Team Leadership & Process Development
- Lead and mentor cost engineers, quantity surveyors, estimators, and commercial teams.
- Establish SOPs for costing, budgeting, BOQ review, rate analysis, and cost reporting.
- Implement quality checks and train teams on measurement standards and commercial best practices.
- Improve productivity, review discipline, and delivery consistency.
9. Client & Stakeholder Coordination
- Attend client meetings, tender discussions, and commercial reviews.
- Present cost summaries, budget recommendations, risks, and value engineering options.
- Coordinate with consultants, contractors, vendors, and internal teams.
- Ensure timely communication and response to commercial queries.
