Reports to: Head of Operations / Project Manager

Location: Ahmedabad (Head Office base), with regular travel to project sites

Department: Planning, Estimation & Billing (pre-construction and billing cell)

Role Purpose

Own the complete paper cycle of a project from first survey and estimate, through approvals, to measurement and the running account (RA) bill that brings money in. This role sits between the site and the client department, and its throughput directly determines how fast work starts and how fast the company gets paid.

Key Responsibilities

Survey & Site Data

• Carry out road surveys longitudinal sections, cross-sections at prescribed intervals, existing levels, road widths, and chainages — using auto level, total station, or DGPS as required.
• Record and maintain accurate field books; reduce levels and prepare survey data in usable form.
• Conduct joint surveys with client department representatives where required, and get initial levels jointly signed before work commences.
• Assess existing road condition, drainage, utilities, and obstructions; flag site constraints early.

Drawings, Estimates & Pre-Construction

• Prepare cross-sections (C/S), L-sections, typical sections, and layout drawings in AutoCAD.
• Work out quantities from drawings — earthwork, GSB, WMM, bituminous layers, RCC items — and prepare detailed estimates and BOQs against the applicable schedule of rates.
• Prepare rate analysis for non-schedule items and support the tendering team with quantity and cost inputs during bidding.
• Prepare the pre-construction documentation package required to obtain work commencement approval.

Approvals & Department Coordination

• Compile and submit drawings, estimates, and technical proposals to the client department; follow up actively until sanction or approval is received.
• Track every pending approval in a live register with dates, responsible officer, and current status; escalation delays promptly.
• Attend department offices as required, and build working relationships with junior and deputy engineers at the file level.
• Obtain and file approved drawings, technical sanctions, and work orders in an organised project record.

Measurement & Measurement Books

• Measure executed work accurately at site — layer-wise thicknesses, lengths, widths, and structural quantities — and record entries in the measurement book (MB) in the prescribed format.
• Arrange and accompany joint measurement with department engineers; ensure entries are checked and signed without delay.
• Maintain level records and pre- and post-work documentation, including photographs where relevant.
• Compile supporting evidence for each measurement — test reports, material dispatch records, and quality documentation.

RA Bills & Billing Coordination

• Prepare running account bills complete with abstracts, measurement extracts, and all supporting annexures, and submit them within the billing cycle.
• Follow up on submitted bills through the departmental approval chain until payment is released; maintain a bill-wise status and ageing register.
• Track and reconcile deductions — retention, security deposit, statutory recoveries — and flag discrepancies for resolution.
• Prepare price variation and escalation claims where the contract provides for them; prepare final bills at project completion.
• Coordinate closely with the accounts and finance function so that billing status feeds directly into cash flow planning.

Quantity Control, Records & Reporting

• Reconcile executed quantities against estimated quantities and against materials consumed; report variances and their causes.
• Maintain hindrance registers and document delays attributable to the client or site conditions, with dated evidence, to support extension of time claims.
• Prepare periodic progress reports — physical and financial — and support the preparation of extension and variation proposals.
• Keep complete, retrievable project documentation suitable for audit and departmental scrutiny.

Qualifications & Experience

• B.E./B.Tech in Civil Engineering, or Diploma in Civil Engineering with strong relevant experience.
• 2–8 years in planning, estimation, or billing on road or infrastructure projects. Fresh graduates with strong fundamentals may be considered for a junior position.
• Working knowledge of AutoCAD and MS Excel is essential; familiarity with survey instruments (auto level, total station) is expected.
• Understanding of road construction items and specifications — earthwork, GSB, WMM, DBM, BC — and of RCC structural items.
• Familiarity with government and municipal schedules of rates, measurement books, and RA billing procedures is a significant advantage.
• Fluency in Gujarati and/or Hindi for department and site coordination.
