Job Description

The Lead Mechanical Buyer Contracts & Services (Projects) will be responsible for end-to-end procurement of mechanical materials, equipment-related services, fabrication, erection, installation, commissioning and other project-related contracts.

The role will work closely with Project Engineering, Construction, Planning, Contracts, Finance, QA/QC, HSE and Project Management teams to ensure timely procurement and execution of mechanical contracts in line with project schedules, approved budgets, technical specifications, quality requirements and commercial terms.

The position requires strong expertise in mechanical procurement, contractor/vendor development, commercial negotiations, contract finalization and project expediting.

Key Responsibilities:

A. Mechanical Procurement

  • Lead procurement of mechanical items, materials, packages and project-related services as per approved project requirements.
  • Understand project BOQs, specifications, MTOs, drawings and procurement schedules and translate them into procurement actions.
  • Float RFQs, prepare commercial comparison statements and coordinate technical/commercial evaluation with relevant stakeholders.
  • Evaluate quotations from vendors/contractors and negotiate commercial, contractual and delivery terms.
  • Ensure procurement is aligned with approved budgets, project specifications and procurement strategies.
  • Identify alternate vendors, materials and commercial options wherever required to optimize cost and delivery.

B. Contracts & Services Procurement

  • Manage procurement of mechanical contracts such as:
    • Mechanical fabrication and erection
    • Equipment erection and installation
    • Piping fabrication and erection
    • Structural/mechanical installation
    • Equipment maintenance and servicing
    • Insulation and refractory works
    • Hydro testing, flushing and related services
    • Pre-commissioning and commissioning support services
    • Shutdown/turnaround mechanical services
    • Other project-specific mechanical works and services
  • Prepare RFQs and commercial bid documents in coordination with Engineering, Projects and Contracts teams.
  • Lead contractor negotiations and support finalization of work orders/contracts.
  • Ensure scope of work, BOQ, deliverables, milestones, payment terms, LDs, retention, warranty and other contractual conditions are clearly defined.
  • Develop and maintain a robust database of mechanical vendors and contractors.
  • Identify and onboard capable vendors/contractors based on technical capability, capacity, project experience, financial strength, safety performance and geographical presence.
  • Conduct commercial and capability assessments of new vendors/contractors.
  • Monitor contractor performance related to cost, quality, manpower deployment, productivity and schedule adherence.
  • Develop alternate sources for critical and high-value procurement categories.

D. Commercial Negotiation & Cost Optimization

  • Lead negotiations for price, payment terms, delivery schedules, taxes, freight, escalation, warranty and other commercial conditions.
  • Benchmark prices using historical procurement data, market intelligence and available cost databases.
  • Drive cost savings through competitive bidding, negotiation, value engineering and alternate sourcing.
  • Ensure purchase orders/work orders are released within approved project budgets.
  • Track committed cost versus approved project cost and highlight deviations.

E. Project Schedule & Expediting

  • Prepare and maintain procurement schedules for assigned mechanical packages and contracts.
  • Coordinate with vendors/contractors to ensure timely mobilization, material supply and execution.
  • Track critical procurement milestones and proactively identify potential delays.Coordinate with Project Planning and Construction teams to align procurement with site requirements.
  • Escalate critical delays and develop recovery/action plans with vendors and project stakeholders.

F. Contract Administration & Execution Support

  • Ensure compliance with contractual terms after award of work.
  • Coordinate with project/site teams for measurement, milestone certification, billing and payment-related matters.
  • Support resolution of commercial disputes, deviations, variation orders and claims.
  • Review contractor requests for additional scope, rate revisions and variations in coordination with Contracts and Project teams.
  • Maintain proper documentation of negotiations, approvals, contracts, amendments and correspondence.

G. Cross-Functional Coordination

  • Work closely with Mechanical Engineering, Piping, Projects, Construction, Planning, QA/QC, HSE, Finance and Stores teams.
  • Coordinate technical clarifications and ensure timely closure of vendor queries.
  • Participate in project review meetings and provide procurement status, risk and recovery updates.
  • Ensure procurement activities comply with company policies, delegation of authority and approved procurement procedures.

H. Compliance, Quality & Safety

  • Ensure procurement is carried out in accordance with company procurement policies and project requirements.
  • Ensure vendors/contractors comply with applicable statutory, quality and HSE requirements.
  • Coordinate with QA/QC for inspection requirements, approved vendor lists and quality documentation.
  • Ensure appropriate contractual provisions are incorporated for safety, quality, insurance, statutory compliance and performance obligations.
  • Timely placement of purchase orders/work orders against project requirements.
  • Procurement completion in line with project schedule.
  • Cost savings and cost avoidance against approved budgets.
  • Reduction in procurement lead time.
  • Timely mobilization of mechanical contractors.
  • Vendor/contractor performance and delivery adherence.
  • Effective management of variations and commercial claims.
  • Development of alternate vendors and competitive sourcing.
  • Compliance with procurement processes and project governance.
  • Timely closure of procurement-related project issues.
Educational Qualification:
  • B.E./B.Tech. in Mechanical Engineering required
  • MBA/PG qualification in Supply Chain/Procurement/Materials Management will be an added advantage.
Experience:
  • 12-14 years of relevant experience in Project Procurement / Mechanical Procurement / Contracts & Commercial.
  • Experience in chemical, petrochemical, specialty chemicals, refinery, oil & gas, manufacturing or large-scale industrial projects preferred.
  • Strong experience in mechanical contracts, fabrication/erection and project-related services is essential.
Technical & Functional Competencies:
  • Strong knowledge of mechanical project procurement.
  • Expertise in contracts and commercial negotiations.
  • Understanding of mechanical equipment, piping, fabrication and erection activities.
  • Strong understanding of BOQ, MTO, specifications and project drawings.
