QS Billing & Planning Engineer

Salary will be based on knowledge, relevant experience, technical competency, and project exposure.
1. JOB SUMMARY
We are looking for an experienced QS Billing & Planning Engineer with strong hands-on experience in High-Rise Building Projects.
The candidate will be responsible for Quantity Surveying, BBS, BOQ Preparation, Quantity Take-Off, Cost Estimation, Rate Analysis, Contractor RA Bills, Client Bills, Drawing Approvals, Planning, Progress Monitoring, Cost Control, Quantity Reconciliation, Variations, and Project MIS.
The candidate must be capable of independently handling QS, Billing and Planning activities from drawing review through measurement, estimation, execution, billing and final reconciliation.
2. KEY RESPONSIBILITIES
A. BOQ & Quantity Surveying
- Prepare BOQ (Bill of Quantities) based on approved drawings, specifications and project requirements.
- Review tender BOQ and identify quantity discrepancies.
- Prepare detailed quantity take-offs for structural, architectural and civil works.
- Calculate quantities from architectural and structural drawings.
- Verify actual site quantities against BOQ quantities.
- Maintain BOQ quantity tracking and consumption records.
- Prepare quantity reconciliation statements.
- Identify deviations, variations and additional quantities.
- Prepare quantity statements for execution and billing purposes.
- Maintain updated quantity records based on revised drawings.
B. BBS Bar Bending Schedule
- Prepare and verify Bar Bending Schedule (BBS) for RCC works.
- Prepare BBS for:
- Footings
- Raft Foundations
- Columns
- Beams
- Slabs
- Shear Walls
- Staircases
- Retaining Walls
- Other RCC structural elements
- Calculate reinforcement quantities from structural drawings.
- Coordinate with Structural Engineers and Site Engineers for BBS verification.
- Check reinforcement consumption against theoretical quantities.
- Prepare reinforcement reconciliation statements.
- Monitor steel wastage and identify opportunities for optimization.
- Verify steel quantities included in contractor and client bills.
C. Rate Analysis
- Prepare detailed Rate Analysis for civil and building construction activities.
- Analyse rates for:
- RCC Works
- Reinforcement
- Shuttering/Formwork
- Masonry
- Plastering
- Flooring
- Waterproofing
- Painting
- Excavation
- Filling
- Concrete Works
- Finishing Works
- External Development Works
- Analyse material, labour, machinery, wastage, overheads and applicable margins.
- Prepare rate analysis for extra items and non-BOQ items.
- Support preparation of deviation and variation rates.
- Compare quoted/tender rates with current execution costs.
- Maintain approved rate-analysis records.
D. Cost Estimation
- Prepare detailed cost estimates for civil and building works.
- Prepare estimates from drawings, specifications and BOQ.
- Estimate material, labour, machinery and subcontracting costs.
- Prepare preliminary and detailed project cost estimates.
- Assist in preparation of project budgets.
- Monitor actual project cost against estimated/budgeted cost.
- Identify potential cost overruns and report them to Project Management.
- Prepare cost forecasts based on project progress.
- Assist management in commercial decision-making and cost optimization.
E. Contractor RA Bill Preparation & Submission
- Prepare Contractor Running Account (RA) Bills based on actual executed quantities.
- Verify contractor measurements with site execution records.
- Prepare measurement sheets and bill abstracts.
- Check contractor bills against approved BOQ and work orders.
- Verify quantities with approved drawings and site measurements.
- Apply contractual deductions, recoveries, retention, advances and other applicable adjustments.
- Prepare supporting documents for RA Bill submission.
- Coordinate with Site Engineers, Project Manager and Accounts Team for bill verification.
- Track bill submission, certification and payment status.
- Resolve discrepancies in contractor bills.
F. Client Bill Preparation & Submission
- Prepare Client Running Account Bills / Monthly Bills based on actual project progress.
- Prepare detailed measurement sheets and quantity abstracts.
- Compile supporting documents required for client billing.
- Verify executed quantities against approved BOQ and drawings.
- Prepare billing statements and work completion/progress documentation.
- Prepare and submit client bills within agreed billing timelines.
- Coordinate with Client/Consultant for measurement verification and bill certification.
- Attend bill-related queries and clarify quantity discrepancies.

G. Drawing Review & Approvals
- Review architectural, structural and MEP drawings from QS and execution perspectives.
- Coordinate with Design/Engineering Teams for drawing requirements.
- Track Drawing Submission and Approval Status.
- Coordinate with consultants/client for drawing approvals.
- Maintain Drawing Approval Register.
- Identify discrepancies between:
- Architectural Drawings
- Structural Drawings
- MEP Drawings
- BOQ
- Specifications
- Site Conditions
- Identify the quantity and cost impact of revised drawings.
- Ensure billing and quantity calculations are based on the latest approved drawings.
- Follow up for pending drawings and approvals to avoid project delays.
H. Project Planning
- Prepare and maintain project schedules in coordination with the Project Manager.
- Prepare:
- Master Project Programme
- Monthly Plan
- Weekly Plan
- Look-Ahead Plan
- Activity-wise Targets
- Monitor planned vs. actual progress.
- Track critical activities and project milestones.
- Identify delays and bottlenecks.
- Prepare recovery plans for delayed activities.
- Coordinate with Site Execution Teams for progress updates.
- Monitor manpower and resource requirements against project plans.
I. Progress Monitoring & MIS
- Collect daily progress data from site teams.
- Prepare Daily / Weekly / Monthly Progress Reports.
- Prepare planned vs. actual progress reports.
- Monitor physical and financial progress.
- Prepare progress curves/S-Curves wherever required.
- Prepare project management MIS.
- Report key project performance indicators to Project Management.
- Track billing progress against physical progress.
- Prepare monthly billing forecasts.
J. Quantity Reconciliation & Cost Control
- Prepare reconciliation statements for:
- Cement
- Steel
- Concrete
- Blocks
- Sand
- Aggregates
- Other major construction materials
- Compare theoretical consumption with actual consumption.
- Monitor material wastage.
- Identify quantity variations and cost impacts.
- Monitor project cost against BOQ and budget.
- Prepare cost-to-complete estimates.
- Assist in maintaining project commercial controls.
K. Variation & Extra Item Management
- Identify extra and substituted items during project execution.
- Prepare Variation Statements.
- Prepare detailed rate analysis for extra items.
- Prepare quantity and cost impact statements.
- Maintain records of approved and pending variations.
- Coordinate with Client/Consultant for variation approvals.
- Ensure approved variations are incorporated into billing.
L. Final Billing & Reconciliation
- Assist in preparation of Final Bills.
- Prepare final quantity reconciliation.
- Verify all approved variations and extra items.
- Reconcile BOQ quantities with actual executed quantities.
- Prepare final measurement documentation.
- Coordinate with Client/Consultant for final bill certification.
- Support project commercial closure and documentation.
3. REQUIRED QUALIFICATION
Educational Qualification:
- B.E./B.Tech in Civil Engineering preferred.
- Diploma in Civil Engineering with strong relevant experience may also be considered.
- Additional qualification in Quantity Surveying, Planning, Contracts or Project Management will be an advantage.

10. JOB LOCATION
Vadlamudi, Guntur, Andhra Pradesh
The candidate should be willing to work at the project site and relocate/commute to the project location.
