Job summary

Bal Raksha Bharat (BRB) in collaboration with Mondelez India Foods Pvt Ltd is implementing a multi-state health project across six Ayushman Arogya Mandirs. The Health Facilitator will lead day-to-day implementation, collaborate with district health authorities and ensure governance, community engagement and a strong sustainability lens during an eight-month period.

The role requires field presence, coordination with Jan Arogya Samiti, and strengthening frontline capacity while embedding

CHILD SAFEGUARDING (Strike out whichever is not applicable)

Level 1: The role holder will not have contact with children and/or young people, or access to personal data about children or young people as part of their work; therefore, a police check will not be mandatory unless the content or location of the role changes, in which case the Child Safeguarding level will be reviewed.

Level 2: Either the role holder will have access to personal data about children and/or young people as part of their work; or they will be working in a ‘regulated’ position (Finance, Monitoring & Evaluation, Legal etc.); therefore, a police check will be required.

Level 3: The role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in programmes; or are visiting programmes; therefore a police check will be required.

Applicable level for this role: Level 3. The Health Facilitator will visit programme sites frequently and will have direct contact with children, adolescents and pregnant women during facility visits, outreach sessions, health camps and school-linked activities.

ROLE PURPOSE:

Bal Raksha Bharat (BRB), in collaboration with Mondelez India Foods Pvt Ltd, is implementing ‘Aarogya Nirantar’ — Ensuring Continuity and Sustainability of Health and Nutrition Services — across 24 Ayushman Arogya Mandirs (AAMs), six each in Himachal Pradesh, Madhya Pradesh, Maharashtra and Andhra Pradesh. The project is Phase II of an ongoing Health System Strengthening partnership. Where Phase I built capacity, equipment and systems, Phase II is about transferring ownership — to Jan Arogya Samitis, to frontline workers and to the government health system — so that gains are sustained after the project period.

The Health Facilitator will lead day-to-day implementation of the project in the assigned state across six AAMs and their catchment areas. The role is the project’s primary interface with the district and block health administration, and carries responsibility for delivering all four project objectives at state level: strengthening Jan Arogya Samiti governance, institutionalising the Patient Feedback Mechanism, building frontline worker capacity, and driving convergence between AAMs and the School Health & Wellness Programme (Eat Right movement).

Given the eight-month project period, the Health Facilitator is expected to work with a strong sustainability lens — embedding activities within existing government platforms, budgets and review mechanisms rather than running them as parallel project activities.

SCOPE OF ROLE

Reports to: Assistant Manager/State Lead

Staff reporting to this post: 01 Community Volunteer in the assigned state

Budget responsibilities: Yes — tracking and utilisation of the state-level activity budget, in coordination with Finance

Coverage: 06 Ayushman Arogya Mandirs and their catchment areas in the assigned state Context: Development

Role Dimensions / Key Responsibilities

A. Planning and implementation

  • Translate the approved Detailed Implementation Plan into a state-level monthly workplan and ensure timely delivery of all activities across the six assigned AAMs.
  • Prepare activity-wise micro-plans, obtain necessary approvals and ensure readiness of materials, venues and participants ahead of each activity.
  • Maintain a live implementation tracker and flag slippages to the Project Lead early enough for corrective action.

B. Governance and Jan Arogya Samiti strengthening

  • Facilitate refresher sessions for Jan Arogya Samiti members on their roles, untied fund planning, budgeting and monitoring responsibilities.
  • Support JAS to conduct quarterly review meetings as per schedule, maintain updated registers and use monitoring scorecards and follow-up tools.
  • Provide technical support to identified facilities working towards NQAS and Kayakalp certification, and coordinate assessment readiness with the district quality team.

C. Patient-centric systems

  • Orient facility staff across all assigned AAMs on the Patient Feedback Mechanism, its tools and its process.
  • Conduct supportive supervision visits to ensure feedback is collected regularly, reviewed by the facility team and acted upon within the defined timeframe.
  • Oversee minor repair and renovation works at assigned facilities — collect quotations, secure facility and government approvals, monitor quality of work and ensure compliance with BRB procurement policy.

D. Frontline workforce capacity

  • Organise thematic outreach sessions with ASHAs, ANMs and Community Health Officers on high-risk pregnancy, under-5 danger signs, NCD screening, nutrition counselling and gender-responsive service delivery.
  • Support frontline workers to update outreach microplans and identify underserved habitations.
  • Ensure job aids, checklists and training material reach the intended frontline workers and are actively used.

E. Convergence and community engagement

  • Establish and sustain linkages between AAMs and the School Health & Wellness Programme (Eat Right movement), including adolescent anaemia screening and micronutrient supplementation follow-up.
  • Plan and deliver SBCC campaigns on maternal health, non-communicable diseases, adolescent health and WASH.
  • Organise specialised health camps in PPP mode — eye care, dental and NCD screening — including partner coordination, beneficiary mobilisation and post-camp referral follow-up.
  • Mobilise PRI, VHSNC and Self-Help Group platforms to support outreach and community accountability.

F. Government engagement and stakeholder management

  • Serve as the project’s primary point of contact with the District Health Society, CMHO, District Programme Manager, Block Medical Officers and facility in-charges.
  • Ensure formal intimation and approvals are in place before any facility-level activity.
  • Organise government engagement and learning-sharing workshops, and represent the project in relevant district and block review forums.

G. Monitoring, reporting and documentation

  • Collect, verify and report against the project’s ten output indicators in the prescribed format and frequency, with data disaggregated by gender wherever applicable.
  • Maintain the project MIS and ensure accuracy and timeliness of all state-level data submitted to the National Support Office.
  • Document case studies, human interest stories and best practices from the field on an ongoing basis, and contribute to endline documentation and the donor report.
  • Track activity-wise budget utilisation against the approved DIP, and coordinate with Finance and Admin on advances, settlements and procurement.

H. Team management and compliance

  • Supervise, guide and review the work of the Community Volunteer in the assigned state, including workplanning and performance feedback.
  • Ensure all project activities comply with BRB’s Child Safeguarding Policy, Code of Conduct and gender and inclusion standards, and report any concern immediately as per policy.
  • Ensure agreed donor visibility standards are met and that no unapproved branding is used.
  • Any other work assigned by the Project Lead.

QUALIFICATIONS

  • Post-graduate degree in public health, social work, social sciences, rural development or a related discipline from a recognised university or college is essential.
  • A qualification in health systems, hospital administration or quality assurance (NQAS / Kayakalp) will be an added advantage.
  • Fluency in the local language of the assigned state is essential, along with working proficiency in English and Hindi.

EXPERIENCE AND SKILLS

  • Minimum 3–5 years of experience in implementing public health, health systems strengthening or nutrition programmes, preferably at district or block level.
  • Demonstrated experience of working with the government health system — National Health Mission, District Health Society, Ayushman Arogya Mandirs, Village Health Sanitation and Nutrition Committees — is essential.
  • Prior experience of working on facility quality improvement (NQAS, Kayakalp), community accountability mechanisms or patient feedback systems will be a strong asset.
  • Experience of supervising field staff or volunteers and of managing activity budgets.
  • Strong report writing and documentation skills; ability to produce quality case studies and analytical progress reports.
  • Computer literate — word processing, spreadsheets, presentations, email and MIS or mobile-based data collection applications.
  • Willingness to travel extensively within the assigned state, including to remote and difficult-terrain locations, for up to 60–70% of working time.

KEY COMPETENCIES

  • Sound understanding of India’s public health architecture, Ayushman Bharat, the Ayushman Arogya Mandir service package and NHM programme guidelines.
  • Understanding of community accountability structures — Jan Arogya Samiti, VHSNC, PRI and Self-Help Groups — and how to strengthen them sustainably.
  • Ability to plan and think strategically, and to sequence activities within a short implementation window.
  • Excellent coordination, negotiation and stakeholder management skills, particularly with government officials.
  • Strong analytical skills and the ability to use programme data for review and course correction.
  • Excellent interpersonal skills and the ability to work effectively in a multiple-line management environment.
  • Demonstrable commitment to child safeguarding, gender equality and social inclusion in programming.
  • Ability to work independently with minimal supervision while maintaining regular communication with the National Support Office.
