Qualifications

  • Experience in handling HR procurement processes (PR/PO), manpower planning, and vendor management.
  • Exposure to ERP/SAP systems and HRMS applications is preferred.

  • Oversee contract labour management, licences, and benefits for workers.
  • Lead PR/PO HR procurement and track service delivery and payments.
  • Plan and manage NAPS recruitment and apprenticeship administration.
  • Support manpower planning, recruitment, onboarding, and dashboards.
  • Coordinate vendor and HR service management, with performance reviews.
  • Drive HR operations and MIS, including documentation and digitization.

Overview

To ensure effective employee relations, statutory compliance, contract labour management, and workforce planning while supporting uninterrupted plant operations. The role is responsible for managing industrial relations, statutory compliance, contractor governance, procurement processes related to HR services, and recruitment and administration of apprentices.

Responsibilities

Key Roles & Responsibilities

1. Employee & Industrial Relations
  • Maintain harmonious employee and industrial relations across the plant.
  • Coordinate with employee representatives, committees, and stakeholders.
  • Support grievance handling, disciplinary proceedings, and domestic enquiries.
  • Assist in negotiations related to settlements, policy implementation, and employee engagement initiatives.
  • Ensure compliance with Standing Orders, company policies, and labour laws.
2. Statutory Compliance
  • Ensure compliance with the Factories Act, Apprentices Act, Contract Labour (Regulation & Abolition) Act, Industrial Relations Code, Occupational Safety, Health & Working Conditions Code, and other applicable labour laws.
  • Coordinate statutory inspections and maintain compliance records.
  • Prepare and submit statutory returns, notices, and reports within prescribed timelines.
  • Ensure timely renewal of statutory licences and registrations.
  • Support internal and external compliance audits and ensure timely closure of observations.
3. Contract Labour Management
  • Manage end-to-end contract labour operations and ensure statutory compliance by contractors.
  • Verify contractor licences, labour deployment, wage payments, PF, ESI, bonus, and other statutory benefits.
  • Conduct periodic contractor compliance audits.
  • Coordinate contractor onboarding, documentation, and performance reviews.
  • Ensure adherence to company safety and compliance standards.
4. Purchase Requisition (PR) & Purchase Order (PO) Management
  • Raise Purchase Requisitions (PRs) for HR and employee welfare-related services.
  • Coordinate with Procurement and Finance for timely issuance of Purchase Orders (POs).
  • Track service delivery, invoice processing, and payment status.
  • Monitor HR-related expenditure within approved budgets.
  • Maintain procurement documentation and vendor records.
5. NAPS Recruitment & Apprentice Management
  • Plan and execute manpower hiring under the National Apprenticeship Promotion Scheme (NAPS).
  • Coordinate with apprenticeship agencies, ITIs, and training partners.
  • Complete apprentice registration on the apprenticeship portal and maintain documentation.
  • Ensure onboarding, attendance, stipend processing, and statutory compliance for apprentices.
  • Coordinate assessments, certifications, and apprentice engagement activities.
6. Manpower Planning & Recruitment
  • Support recruitment of shop-floor manpower, trainees, apprentices, and contract employees.
  • Coordinate interviews, selection, onboarding, and joining formalities.
  • Maintain recruitment MIS and manpower dashboards.
  • Work with department heads to meet approved manpower requirements.
7. Vendor & Service Management
  • Coordinate with manpower suppliers and HR service vendors.
  • Monitor vendor performance against agreed service levels.
  • Ensure timely invoice verification and payment processing.
  • Support vendor evaluation and renewal activities.
8. HR Operations & MIS
  • Prepare monthly HR reports and dashboards related to manpower, contract labour, apprentices, compliance, and recruitment.
  • Maintain employee records and HR documentation.
  • Support HR projects and continuous improvement initiatives.
  • Drive process standardization and digitization of HR activities.
Qualifications

Required Qualifications

  • MBA/MSW in Human Resources, Personnel Management, or Labour Welfare.
  • Degree in Law or Labour Laws (preferred).

Experience

  • 5-10 years of experience in Employee Relations/Industrial Relations within a manufacturing environment.
  • Strong knowledge of labour laws, contract labour management, statutory compliance, and apprenticeship administration.
