Summary

We are looking for a highly motivated, mid‑level Technical Delivery Manager to lead delivery for one of the departments within the State Street Charles River Development (CRD)/Alpha Platform Engineering organization. This strategic role reports to the Head of Engineering Delivery within the CRD/Alpha CTO Organization.

The ideal candidate will facilitate the establishment of the engineering delivery execution model, support a large book of work ($50MM+) that includes planning, execution and control adherence, oversee headcount and statements of work, collaborate with Finance on spending, and champion strategic vision and change‑management practices in a global, fast‑paced environment. The goal is to ensure delivery of desirable outcomes, optimal capacity allocation, and removal of barriers to team execution.

Responsibilities

• Book of Work Management: support strategic planning, book of work structure definition and governance; contribute to executive business review forums.
• Engineering Delivery: support initiatives and programs, ensure adherence to SDLC standards and Agile practices; define program requirements, set priorities, establish scope, create plans and roadmaps, identify and raise risks, implement change‑management practices.
• Agile Execution: implement best practices for scrum team structure and execution; use Agile metrics to identify risk, utilization, training needs, and deliver Agile education.
• Capacity Management: manage headcount and expenses; optimize resource planning and capacity vs. demand transparency across global teams.
• Key Performance Metrics: measure progress against targets, identify risks, drive transparency, accountability, and improvement.
• Vendor Management: administer key vendor contracts.

Requirements and Skills

• 5+ years of experience successfully implementing and leading engineering delivery or in a large global organization.
• Prior experience supporting portfolios >$20MM, including resource management, book of work governance, strategy definition and planning.
• Proven ability to work with multiple stakeholders, negotiate and influence decision‑making in a matrixed organization.
• Thorough understanding of project/program management techniques and methods.
• Practical knowledge of Agile and Scaled Agile methodology.
• Excellent knowledge of MS Office and working knowledge of program/project management software (MS Project, MS Excel, Jira, etc.) required.
• Ability to learn and absorb technical information.
• Outstanding facilitation and organizational skills.
• Excellent nuanced communication skills.
• Excellent problem‑solving ability.
• BSc/BA diploma in management, engineering or a relevant field; MSc/MA is a plus.
