The Public Sector Organisation in Dublin 2 is seeking 2 Public Procurement Specialists on permanent contracts. Aimed at experienced procurement experts, the role involves advising on documentation, timelines and criteria for tenders, and sitting on evaluation panels when appropriate.

Qualifications

Responsibilities

  • Prepare and annually review the 3-year Corporate Procurement Plan under the Code of Practice for the Governance of State Bodies.
  • Conduct spend analysis for inclusion in the Corporate Procurement Plan.
  • Report to Finance and Compliance Committee on procurement deliverables.
  • Report to various Committees on procurement matters.
  • Review procurement procedures to capture EU rules and guidance.
  • Provide guidance to staff on procurement queries and mechanisms.
  • Assist budget holders in drafting Invitation to Tender documents.

Permanent Contract €52K

2 year contract €80-90K

EU Public Procurement Expertise is essential

The Procurement Specialist will assist managers with the formal aspects of procurement.

You will advise on ensuring correct documentation is used, that regulatory timelines are observed, and that the specification is reasonable. Tender evaluations remain the responsibility of budget holders, but the Procurement Specialist advises on appropriate selection and evaluation criteria and may sit on evaluation panels as appropriate.

The Procurement Specialist will be expected to work independently using their own expertise and to engage with colleagues at all levels within the organisation to support and foster a compliant procurement environment.

Key Tasks

  • Preparing and annually reviewing the 3-year Corporate Procurement Plan as required by the Code of Practice for the Governance of State Bodies
  • Conducting spend analysis of procurement expenditure for inclusion in the Corporate Procurement Plan
  • Reporting to the Finance and Compliance Committee on the deliverables in the Corporate Procurement Plan
  • Reporting to various Committees, including the Finance and Compliance Committee, the Executive Committee and the Management Committee, on procurement matters
  • Reviewing procurement procedures and updating them to capture changes in EU rules and Government and OGP guidance
  • Keeping up to date with developments in this area and updating relevant guidance notes, information and links on the procurement section of the internal staff website
  • Providing advice to staff in relation to procurement-related queries
  • Advising budget holders on the appropriate procurement mechanisms to use
  • Assisting budget holders when preparing Invitation to Tender documents and reviewing draft Invitation to Tender documents prior to publication
  • Assisting staff members to complete eTenders forms and to publish documentation on eTenders
  • Reviewing and updating standard procurement templates to capture all new OGP and OJEU requirements
  • Assisting with responses to questions raised by potential tenderers
  • Sitting on evaluation panels, where appropriate
  • Assisting budget holders to draft compliant letters to successful and unsuccessful tenderers
  • Administering eTenders processes, including setting up new users, deleting users and opening eTenders mailboxes, as required
  • Co-ordinating the compilation of the Contracts Register
  • Providing group training on both procurement and on the use of eTenders and OJEU

Additional Requirements

  • A recognised qualification relating to public procurement and extensive work experience in a similar role is essential

  • A full current driving licence is essential
  • Working outside of standard office hours may be required
