Based in Dublin or Cork, with travel to project locations as required, you will prepare safety plans, manage documentation, and coach colleagues on PSDP requirements, reporting to the Safety Specialist Lead

Qualifications

  • Level 8 in Engineering, Health and Safety or similar discipline required.
  • In-depth understanding of the Construction Regulations 2013 and the PSDP role.
  • Diploma or similar qualification in Occupational Health and Safety.
  • Experience working in health and safety.

Responsibilities

  • Lead PSDP function across multiple Networks Engineering projects.
  • Provide guidance on regulatory PSDP requirements to project teams.
  • Coordinate Safety in Design principles across design disciplines.

The Capability Assurance (CAM) Team in Networks Engineering is responsible for the Safety Coordination, Quality Management processes, developing the Engineering Capability within the group and the recruitment of staff both internal and external. The CAM team is a strategically focused team that works with each section in Networks Engineering, each of the Centre of Engineering Capability Assurance Managers, EMP HR Business Partners and a range of other internal and external stakeholders.

The Networks Engineering Department is involved in a large number of projects, many of which pose challenging conditions, particularly in the development and construction of transmission and distribution overhead lines, underground cables and substations. The Networks Engineering Department within EMP provides a wide range of engineering services, including planning and permitting, design, construction supervision and commissioning support expertise to the expanding activities of the energy industry. The Project Supervisor Design Stage (PSDP) Safety Coordinator will be required to undertake the role of PSDP for a number of projects in Networks Engineering and to assist the ESB EMP PSDP Contact Person in the provision of these services to its clients.

Key Responsibilities

Lead and administer the Project Supervisor Design Process (PSDP) function across a portfolio of Networks Engineering projects, acting as a trusted advisor on design-stage health and safety obligations. Provide guidance to project teams and stakeholders on regulatory requirements, convene and participate in PSDP meetings, and serve as a key point of contact for queries relating to PSDP responsibilities and best practice.

Safety in Design & Risk Management

Drive the integration of Safety in Design principles throughout project delivery by identifying hazards arising from technical, organisational, planning and programme-related aspects of projects. Apply the General Principles of Prevention to eliminate hazards where practicable or reduce associated risks through design, ensuring that key control measures, assumptions and residual risks are effectively identified and managed.

Design Coordination & Stakeholder Collaboration

Facilitate effective collaboration and coordination across multidisciplinary design teams, including civil, cable, substation and overhead line disciplines, to ensure safety considerations are fully integrated into project outcomes. Promote cooperation between designers and stakeholders, ensuring that design activities are aligned and that health and safety risks are appropriately addressed throughout the design process.

Safety Documentation & Information Management

Develop, maintain and review all PSDP-related documentation to support project delivery and regulatory compliance. This includes preparing Preliminary Safety and Health Plans, project organisation documentation and Safety Files, while ensuring accurate record keeping and the effective management, storage and accessibility of documentation within the company’s document management systems.

Compliance, Standards & Governance

Ensure compliance with all applicable health and safety legislation, construction regulations, company policies and industry standards. Support the consistent application of governance requirements across projects and promote a culture of safety, accountability and regulatory compliance throughout Networks Engineering activities.

Assurance & Continuous Improvement

Undertake contractor PSDP competency assessments for the design contracting framework and provide recommendations to support appropriate contractor selection and performance. Monitor and review PSDP processes and practices, identifying opportunities to enhance efficiency, consistency and effectiveness, and contribute to the ongoing development of safety governance within the organisation.

Training, Coaching & Knowledge Sharing

Provide training, guidance and support to colleagues and stakeholders on PSDP requirements, Safety in Design principles and associated health and safety processes. Promote knowledge sharing across the business by delivering awareness sessions, supporting the development of safety competence and fostering a strong understanding of PSDP responsibilities among project teams and stakeholders.

Knowledge, Skills and Experience and Qualifications

Either level 8 in Engineering, Health and Safety or similar discipline, or similar relevant experience is essential .

In depth understand of the construction regulations 2013 and the role of the PSDP

Diploma or similar qualification in Occupational Health and Safety

Experience working in health and safety

Location

This role is based in ESB E&MP Dublin or Cork offices but travel to project locations as required, is a key requirement of the role
