Job summary

ESB is seeking a Risk Manager to lead a small team and embed risk management across the Engineering & Major Projects portfolio. You will oversee risk plans, facilitate reviews, and ensure QCRA/QSRA compliance with schedule and cost analyses.

Job description

The Project Management Methodologies Office (PMMO) team within Engineering & Major Projects (EMP) is charged with ensuring that companywide projects are appropriately managed and controlled. In order to deliver major projects in our capital investment programme we require a mature, integrated approach to risk management that goes beyond compliance to become a strategic enabler of delivery confidence and value protection. The highest standards in terms of risk management are now being expected at Director level and cascaded down through senior teams, all who actively draw on the supports of the Risk Manager and their team. As a Risk Manager your role will be to oversee and coordinate a small team of dedicated risk personnel, who bring an understanding of risk management best practice to identify, control and report on project, programme and portfolio risk effectively. The Risk Manager will be responsible for ensuring risk plans are developed and for facilitating reviews and ensuring compliance, with support from schedule specialists, with the QCRA (Quantitative Cost Risk Analysis) and QSRA (Quantitative Schedule Risk Analysis) process. Typical project values in the capital delivery portfolio range between €1m and €500m. The ideal candidate will have a strong background in Risk management, project controls, and leadership within the construction industry. An opportunity is available for a self-motivated candidate with strong influencing and communication skills, with a proven track record in both team management and project management. This role will allow the candidate to develop an in-depth knowledge of capital projects across the ESB group, interacting with diverse key stakeholders.

Key Responsibilities
  • Develop a capital delivery project and programme risk function in EMP.
  • Lead the development and implementation of portfolio, programme and project-level risk management frameworks for capital investment programmes
  • Develop a risk reporting platform to support management reporting across the Programme and tracking of the status of mitigation actions.
  • Work with the delivery team to understand the risk profile of the programme, to develop robust risk management, mitigation and contingency strategies, and to upscale significant risks using agreed governance mechanisms as appropriate.
  • Provide strategic risk advisory services across the full project lifecycle - from early-stage planning, procurement, and contracting to construction, commissioning, and handover.
  • Oversee risk assessments, including qualitative and quantitative analyses (e.g., Monte Carlo simulations, integrated cost and schedule risk modelling) to provide actionable insights for project leadership
  • Advise on project governance structures, programme controls, contract strategies (e.g., FIDIC, others), and procurement approaches to mitigate delivery risk.
  • Provide assurance on cost management, schedule performance, commercial risk and engage with senior client stakeholders, project sponsors, and external stakeholders to communicate risk insights and support decision‑making
  • Oversee the creation and management of comprehensive risk registers for the programme and project, ensuring that strategic risks and mitigation measures are properly documented, escalated, and tracked.
  • Offer specialised advice and support on risk management to project teams and stakeholders
  • Conduct frequent risk assessments and audits to pinpoint potential challenges and opportunities for enhancement
  • Work collaboratively with various business units to ensure that project risk controls are integrated into everyday operations.
  • Ensure alignment between project and programme risk management with ESB's Corporate enterprise level risk management.
  • Ensure the risk management approach encompasses and leverages project and programme opportunities management
  • Establish a project and programme Risk team.
  • Mentor and manage a small team of risk professionals; foster a positive work environment, encourage professional development, and empower team members to achieve their full potential.
  • Set performance targets, provide guidance and support to the risk team.
  • Delegate responsibilities effectively and promote collaboration and knowledge sharing
Knowledge Skills & Experience
  • 10 years delivering risk management, assurance, or controls on major infrastructure and capital projects, with a 5 years people management experience
  • Proficiency in qualitative and quantitative analyses (e.g., Monte Carlo simulations, integrated cost and schedule risk modelling)
  • Strong understanding of risk exposures across cost, schedule, procurement, governance, regulatory, and stakeholder interfaces
  • Demonstrated experience leading risk management on complex projects (e.g., transport, energy, utilities, or major public works) within Ireland or internationally
  • Proficiency with risk management techniques such as QCRA (Quantitative Cost Risk Analysis) and QSRA (Quantitative Schedule Risk Analysis).
  • Demonstrated leadership skills with the ability to manage and motivate a diverse team.
  • Strong knowledge of project management processes as week as proficiency with risk management tools (e.g., Primavera Risk Analysis, @Risk, Safran).
  • Familiarity with major forms of contract (e.g., FIDIC, others) and procurement models, as well as a good working knowledge of MS Projects.
  • Proven expertise in demonstrating how solutions will meet client objectives while ensuring adherence to industry best practices.
  • Strong stakeholder management and engagement, influencing, and communication skills, with the ability to translate technical risk analysis into strategic, board‑level insights
  • Significant experience of working from own initiative, taking ownership of work/projects and motivating team members to deliver team objectives or projects.
  • Excellent communication, reporting and interpersonal skills as well as excellent organisational skills
  • Proven track record of achieving objectives and delivering value for the organisation with an ability to work and share knowledge within a team structure
Qualifications Essential
  • Third level degree in Engineering, Construction, or Risk Management, or a related discipline
  • Project Management or Project Control Qualification
  • Full, clean driver's license
  • Desirable PMP, PRINCE2, or equivalent project management certification
  • Professional certification in Risk Management (IRM, PMI‑RMP, ISO 31000)
Location

This position will be based in Dublin (The Sidings Building, Dublin2).Travel, both nationally and internationally may be a feature of this role. Smart Working at ESB is designed to make 'in-person' time together as purposeful as possible while also enabling the effective use of digital tools and hybrid arrangements to preserve our commitment to flexibility. The successful candidate may work flexibly within the jurisdiction where they have been employed, with attendance at the workplace for in‑person collaboration at least two days per week. All Smart Working arrangements are subject to regular review based on the operational requirements of the role, the team, and the business.
