Job summary

Elk Recruitment is seeking a driven Cost Planner/Pre Construction Quantity Surveyor to join our client’s growing team in Kildare. You will prepare budgets, extract BOQs, manage tenders and drive value engineering across projects.

The successful candidate will have experience in procurement, tender analysis, subcontractor coordination and strong Excel skills. You will work with project teams and consultants to ensure on-time delivery and cost control throughout pre-construction.

Qualifications

• Experience in commercial estimating or quantity surveying.
• Strong BoQ understanding and construction procurement.
• Commercial awareness and negotiation skills.
• Ability to analyse tender submissions and provide clear recommendations.
• Excellent organisation and ability to manage multiple packages.
• Strong communication and stakeholder management skills.
• Proficient in Excel and Office; estimating software advantageous.
• Attention to detail and self-motivation.
• Ability to work independently and solve problems.

Responsibilities

• Prepare and develop package budget splits from project cost plans and BOQs.
• Extract and compile trade packages from Bills of Quantities for tender.
• Prepare, issue and manage subcontract tender enquiries.
• Respond to tender queries and liaise with consultants and subcontractors throughout the tender process.
• Analyse tender returns, prepare commercial comparisons and identify value engineering opportunities.
• Negotiate commercial and contractual terms with tenderers.
• Prepare and issue post-tender clarifications and recommendation reports.
• Manage subcontractor appointments and prepare subcontract documentation for execution.
• Maintain procurement programmes and ensure packages are procured in line with project milestones.
• Attend occasional site visits and pre-award meetings with project teams and subcontractors.
