Job summary

Tandem Project Management Ltd. seeks an experienced Project Manager to support a major capital development programme in Cork, Ireland.

You will oversee refurbishment, infrastructure upgrades and energy retrofit projects within a live campus environment, coordinating project teams and stakeholders from inception through handover to ensure delivery against cost, quality, programme, sustainability and safety targets.

Qualifications

• Degree in Construction Management, Project Management, Engineering, Quantity Surveying, Architecture or related discipline.
• More than 10 years’ experience in construction project management, with substantial experience acting on behalf of the client.
• Experience delivering large, complex public sector campus refurbishment and upgrade projects from inception to completion.
• Experience delivering projects in live environments with public access, including historic sites or listed buildings.
• Experience with various building types, sustainability upgrades and energy efficiency projects.

We currently have an opportunity for an experienced Project Manager to support a capital development programme within the higher education sector in Cork. The successful candidate will manage major building refurbishment, infrastructure upgrades and energy retrofit projects in a live campus environment. Acting on behalf of the client, the role will coordinate project teams and stakeholders from inception through construction and handover, ensuring delivery against cost, quality, programme, sustainability and safety objectives.

Responsibilities:

• Manage the day-to-day delivery of capital projects, coordinating consultants, construction teams, end users and internal stakeholders.
• Develop project and design briefs, project execution plans and procurement plans, ensuring alignment with client requirements.
• Support business cases and early capital and lifecycle cost estimates, including cost-benefit analysis and other project appraisal methods.
• Manage project budgets, schedules, resources and change control, maintaining risk registers and monitoring delivery against agreed performance measures.
• Support the procurement of design, cost, construction and facilities management teams in accordance with public procurement requirements.
• Coordinate permits to work, review risk assessments and method statements, and liaise with health and safety teams.
• Monitor site activities with the design team to ensure compliance with project specifications, quality standards, legislation and safe working procedures, including lock-out/tag-out.
• Coordinate planning, design and construction activities with facilities teams and system owners, managing interfaces within occupied buildings.
• Support sustainable building upgrades and energy efficiency improvements, incorporating green procurement and project sustainability requirements.
• Prepare progress reports for senior stakeholders and funding bodies, maintaining accurate project records and supporting audits.
• Ensure compliance with capital project procedures, quality management systems and applicable funding requirements.
• Manage the transition from construction to operation, including handover and operation and maintenance documentation.
• Carry out post-project reviews and incorporate lessons learned into future delivery procedures.
• Support smaller directly managed works, including site supervision, security, health and safety coordination, coordination of site teams and temporary services.

Qualifications & Experience:

• Degree in Construction Management, Project Management, Engineering, Quantity Surveying, Architecture or a related discipline.
• More than 10 years’ experience in construction project management, with substantial experience acting on behalf of the client.
• Substantial experience delivering large, complex, multidisciplinary public sector building projects in campus settings from inception to completion, particularly refurbishment and upgrade projects.
• Significant experience delivering projects in live environments with public access, including work on or adjacent to historic sites and listed buildings.
• Experience with highly serviced and diverse building types, sustainable new buildings and sustainability upgrades to existing buildings.
• Proven delivery against cost, quality, programme, sustainability, safety and handover documentation requirements, including cost management on public works projects.
• In-depth knowledge and practical experience of the Capital Works Management Framework and GCCC public works procurement and delivery requirements.
• Detailed knowledge of national and EU procurement rules, the Irish construction regulatory environment and public sector construction developments.
• Knowledge of the Infrastructure Guidelines, planning procedures and funding body reporting requirements.
• Detailed knowledge of the Safety, Health and Welfare at Work Act 2005 and associated regulations, particularly the Construction Regulations 2013, as applicable to the role.
• High level of ICT competence, with proficiency in Microsoft Office 365, Microsoft Project, AutoCAD and/or Revit, and Adobe Professional.
• BIM capability and experience are desirable.
• Excellent written and verbal communication skills and the ability to coordinate multidisciplinary teams and stakeholders.
