ASSESSMENT OFFICER - VULNERABILITY ASSESSMENT PROGRAMME | DUBLIN

LOCATION: Citywest, Dublin, Ireland

EMPLOYMENT TYPE: Self-Employed / Independent Contractor (opportunity offered over a 2-year period where you can pick up work as and when you wish with a view to extending the opportunity beyond this period)

HOURS: Monday–Friday, 8am–5pm (flexibility to 6pm when operationally required)

ABOUT THE ROLE

We are recruiting Assessment Officers based in Dublin to join a dynamic and sensitive programme delivering vulnerability assessments to asylum seekers arriving in Ireland. This is a frontline role providing essential support to vulnerable individuals in line with the International Protection Act 2026.

Working on-site at Citywest Reception Centre, you will conduct in-person assessments to identify if applicants have special reception needs, special procedural guarantees, or are victims of torture, trafficking, or serious violence. Your assessments directly inform accommodation decisions, support pathways, and procedural protections.

KEY RESPONSIBILITIES

Core Assessment Delivery:

• Conduct individual in-person vulnerability assessments for asylum seekers at Citywest.
• Utilise the specific allocated web platform to complete standardised vulnerability assessment questionnaires.
• Spend approximately 30 minutes per assessment, maintaining quality and sensitivity.
• Complete comprehensive assessment reports same-day, with all reports finalised by 2pm on the day of referral (including quality assurance measures).

Identification & Categorisation

• Detect and identify signs of vulnerability across key categories (minors, persons with disabilities, elderly, pregnant women, victims of trafficking, mental health disorders, LGBTQI+, and victims of serious violence or torture).
• Assess capacity and competency for engagement with the International Protection process.
• Complete outcome sections covering special reception needs and special procedural guarantees.
• Provide onward referrals to relevant service providers where appropriate.
• Work effectively with professional interpreters provided by the Contracting Authority to ensure accuracy and confidentiality.
• Deliver assessments ethically and compassionately to individuals who have experienced trauma.
• Utilise accessible practices and assistive technologies for applicants with special needs.
• Maintain strict data protection and GDPR standards across all documentation.

ESSENTIAL QUALIFICATIONS & REQUIREMENTS

Education & Registration:

• QQI Level 7 qualification (or higher) in Social Care, Occupational Therapy, Physiotherapy, or equivalent allied health discipline.
• Third-level degree completed through English OR C1 level CEFR language proficiency.
• Professional CORU registration as a social care worker, occupational therapist, physiotherapist, or equivalent.
• Garda Vetting clearance prior to starting.
• Commitment to annual Children First training compliance.

Experience & Skills:

• Minimum 2 years' relevant experience working with vulnerable populations in social care, healthcare, mental health, or crisis intervention.
• Strong foundation in child protection, adult safeguarding, and trauma-informed practice.
• Intercultural communication skills and high emotional intelligence.
• Experience working with refugee populations, International Protection applicants, or using interpreters.
• Knowledge of human trafficking indicators and mental health screening tools.
