Job summary

PT Polychemie Asia Pacific Perma is seeking a Senior HSE / SHE Officer to lead health, safety and environmental compliance across our chemical manufacturing operations. This full-time role reports to plant management and aligns with corporate standards.

You will design and implement HSE policies, manage risk assessments, oversee waste handling and permit-to-work systems, and drive continuous improvement through training and incident investigations. Fluency in Indonesian and English is required.

Qualifications

• Bachelor's degree in Chemical Engineering, Environmental Engineering, K3, or related field.
• 3–5 years of experience in an HSE role within chemical manufacturing.
• Active AK3 Umum (AK3U) certification from Kemnaker RI; MPLB3 or POPAL are advantageous.
• Deep knowledge of GHS labeling, MSDS, and emergency response for chemical spills or fires.
• Strong leadership, analytical thinking, and communication skills.

Responsibilities

• Design, implement and supervise HSE management systems (SMK3, ISO 45001, ISO 14001).
• Lead HIRADC and JSA tailored to chemical processing, polymerisation, and raw material handling.
• Oversee hazardous waste handling (Limbah B3) with proper logging and disposal.
• Monitor IPAL wastewater treatment and stack emissions to stay within limits.
• Lead accident/near-miss investigations using RCA and drive CAPA.
• Manage PTW for high-risk tasks including confined space, hot work, and reactor maintenance.
• Organize safety inductions and chemical hazard training; lead toolbox talks.
• Procure and track PPE for chemical manufacturing environments.
• Prepare periodic HSE and environmental compliance reports to authorities and management.

About the role

As the Senior HSE / SHE Officer at PT Polychemie Asia Pacific Permai, you will play a crucial role in ensuring the company's health, safety, and environmental compliance across our manufacturing operations. Reporting directly to the plant management and senior leadership team, you will be responsible for designing, implementing, and overseeing comprehensive HSE policies, risk management strategies, and waste handling protocols. This is a full-time position based in our manufacturing facilities, with close alignment to our corporate compliance standards.

Key responsibilities

Developing, implementing, and maintaining robust Health, Safety, and Environmental (HSE) management systems in compliance with SMK3 (PP No. 50/2012), ISO 45001, and ISO 14001 standards.

Conducting and regularly updating Hazard Identification Risk Assessment and Risk Control (HIRADC) and Job Safety Analysis (JSA) specifically tailored for chemical processing, polymerisation, and raw material handling.

Overseeing hazardous waste management (Limbah B3), ensuring safe storage, accurate logging via electronic systems (Festronik/SIRA), and proper disposal in strict compliance with environmental regulations.

Monitoring and managing the operation of the Wastewater Treatment Plant (IPAL) and factory stack emissions to ensure all parameters remain safely below government threshold limits.

Leading accident and near-miss investigations using Root Cause Analysis (RCA) methodologies, and establishing comprehensive Corrective and Preventive Actions (CAPA).

Supervising high-risk work activities through the Permit to Work (PTW) system, including confined space entries, hot work, and chemical reactor maintenance.

Driving a proactive safety culture across the plant by organizing regular safety inductions, conducting specialized chemical hazard training, and leading daily toolbox meetings.

Managing the procurement, distribution, and compliance tracking of appropriate Personal Protective Equipment (PPE) suitable for chemical manufacturing environments.

Preparing and submitting periodic HSE and environmental compliance reports (such as UKL-UPL/RKL-RPL reports) to relevant government authorities and senior management.

About you

A Bachelor's degree in Chemical Engineering, Environmental Engineering, Occupational Health and Safety (K3), or a related technical field.

At least 3-5 years of experience in an HSE or SHE role, with proven experience directly within the chemical manufacturing, adhesive, coating, or polymer industries.

Holding an active certification as an Ahli K3 Umum (AK3U) from the Ministry of Manpower (Kemnaker RI); additional certifications such as Manajer Pengelolaan Limbah B3 (MPLB3) or POPAL from BNSP are highly advantageous.

Deep technical understanding of chemical safety guidelines, Globally Harmonized System (GHS) labeling, Material Safety Data Sheets (MSDS), and emergency response protocols for chemical spills or fires.

Strong leadership and analytical thinking with exceptional attention to detail, crisis management capabilities, and problem-solving skills.

Effective communication and interpersonal skills, with the ability to work collaboratively with cross-functional plant teams and bridge technical safety requirements to factory operators.

Proficient in Indonesian and English, both written and verbal.
