Job summary

Bayer AG is seeking an HSE Manager for our site in Tangerang, Indonesia. You will lead HSE MS implementation, oversee ISO/SMK3 certifications, and drive compliance with government programs.

You will coordinate with ministries, manage safety policies, and guide leadership on risk, investigations and continuous improvement. Ideal candidates have 3–5 years in HSE within chemical manufacturing, strong Bahasa Indonesia communication, and a clear understanding of Indonesian LTO processes.

Qualifications

• Experience implementing HSE MS systems in chemical manufacturing (3–5 years).
• Good understanding of Indonesian LTO landscape for chemical sites.
• Strong Bahasa communication; English is a plus.

Responsibilities

• Represent Site Lead and PS organization with ministries taskforces on SMK3.
• Develop policies to ensure health and safety of employees, contractors and visitors.
• Provide guidance to Leadership on health and safety matters including MOC, PHA reviews and investigations.
• Monitor compliance with health and safety regulations across site operations and supplier activities.
• Investigate accidents and report findings; recommend changes to ensure compliance.
• Lead and monitor QESHMS/IMS/SMK3 certification and improvements.
• Ensure sustainability and regulatory reporting for waste, energy, CSR, and safe working environment.
• Manage operational budget related to HSE scope and waste management.
• Conduct risk analyses and propose necessary changes.
• Maintain relations with insurers and authorities to safeguard site health and safety.

Job description

MAIN PURPOSE

Manage HSE Management System implementation, Integrated Management System ISO implementation (ISO 9001, 14001, 45001 and SMK3), including certification/audit processes. Manage License to Operate fulfillment and technical certifications as required by law.

RESPONSIBILITIES

• Represent Site Lead and PS organization with relevant ministries taskforces for government programs in the field of Health, Safety, and Environment (SMK3)
• Develop policies and procedures to ensure the health and safety of all employees, contractors and visitors to the company.
• Provide the main source of advice and guidance to the Leadership, managers and organization member on health and safety matters, including during the MOC processes, PHA review, technical review and investigations, and safety operation reviews.
• Monitor the operations, processes and procedures to ensure that they comply with health and safety regulations. This include the responsibility as safety coordinator in the scope of site/facility, supplier partnership and tollers.
• Investigate and report on accidents and related incidents, recommending any changes that may be necessary, to ensure that the company complies with health and safety regulations.
• As Management Representative, lead and monitor the site performance on the implementation, fulfillment and improvement of QESHMS, IMS and SMK3 compliance and certification.
• Monitor, control and ensure the sustainability aspects of site operations meet with statutory compliance requirements, including waste treatment and management, energy conservations, CSR, safe working environment as well as mandatory reports
• Manage and control the operational budget and spending especially in related to HSE scope including operational wastes management
• Carry out a risk analysis for the company and recommend any changes that may be necessary.
• Maintain good working relationships with insurers and other relevant authorities to ensure that the company’s interests are safeguarded and a safe, healthy and sustainable working environment is maintained.
• Subject Matter Experts for HSE scope to provide any necessary training and development to operational resources and ensure compliance with HSE requirements are in place
• Site main contact within the scope of SSHE and acting as emergency preparedness coordinator during the unavailability of site Lead.

QUALIFICATIONS & COMPETENCIES

• Undergraduate/ Diploma / Bachelor in any field
• Having strong experience in HSE MS system in chemical manufacturing field, at least 3 - 5 years
• Well and proven understanding on Indonesian LTO landscape especially relevant to chemical site establishment and operations
• Strong communication in Bahasa and passive for English
