Job summary

PT Duta Abadi Primantara in Tangerang seeks a Senior HC Operations Manager to lead Human Capital operations across branches. You will oversee Industrial & Employee Relations, General Affairs, and K3/EHS, aligning policies, budgeting, and compliance.

Ideal candidates hold a Bachelor's degree in a relevant field, with at least 8 years in HC Operations, and minimum 5 years in management within the manufacturing sector. Travel to sites will be required.

• Bachelor's degree in a related field (Law, Psychology, HCM, Industrial Engineering)
• Minimum 8 years of relevant experience, with at least 5 years in a managerial role in HC Operations
• Manufacturing industry experience is mandatory
• Strong knowledge of Industrial Relations and Indonesian labor regulations
• Experience in General Affairs (building maintenance, asset management)

Responsibilities

• Lead HC Operations including Industrial & Employee Relations, General Affairs, and K3/EHS across branches/sites
• Manage industrial relations, including grievances, disciplinary matters, union relations, bipartite negotiations, and disputes
• Build and maintain relationships with employees, labor unions, government authorities, and external stakeholders
• Oversee GA activities (facility management, security, transportation, assets, utilities, vendors, site services)
• Ensure implementation and continuous improvement of K3/EHS standards
• Develop and manage HC, GA, and K3/EHS budgets, ensuring cost efficiency
• Lead development and enforcement of HC policies, procedures, and SOPs across sites

Lead and oversee Human Capital (HC) Operations including Industrial & Employee Relations, General Affairs, and K3/EHS across branches/sites.

Key responsibilities

Manage Industrial Relations, including employee grievances, disciplinary matters, union relations, bipartite negotiations, and dispute resolution

Build and maintain effective relationships with employees, labor unions, government authorities, and other external stakeholders

Oversee General Affairs activities, including building/facility management, security, transportation, company assets, utilities, vendors, and other site services

Ensure the implementation and continuous improvement of K3/EHS standards

Develop and manage HC, GA, and K3/EHS budgets, ensuring effective utilization and cost efficiency

Lead the implementation of HC policies, procedures, and SOPs to ensure consistency, compliance, and operational effectiveness

About you

Bachelor's degree in Law, Psychology, Human Capital Management, Industrial Engineering, or a related field

Minimum 8 years of relevant experience, with at least 5 years in a managerial/supervisory role in HC Operations

Manufacturing industry experience is mandatory

Strong practical knowledge and hands‑on experience in Industrial Relations and Indonesian labor regulations

Experience in General Affairs (building maintenance, asset management)

Strong leadership, negotiation, communication, problem‑solving, and stakeholder management skills

Willing to travel and provide support across branches/sites as required
