Job summary

Minneapolis-based Minnesota Public Utilities Commission seeks a seasoned policy advisor to guide complex regulatory matters across electricity, natural gas, energy facilities, and telecommunications. The role supports the Commission Chair and leadership by crafting messaging for meetings and hearings.

The position drives strategic development of intergovernmental priorities and coordinates with legislators and stakeholders to ensure alignment of budgetary and regulatory outcomes.

Qualifications

• Five years of professional work experience in state utility regulation, policy issues, and legislative processes.
• Strong ability to communicate complex technical information clearly to Commissioners, legislators, and stakeholders.
• Experience developing and advocating legislative outcomes and budgetary strategies.

Responsibilities

• Serve as policy advisor to Commissioners on complex policy matters involving electricity, natural gas, energy facilities, and telecommunications.

Job description

The Minnesota Public Utilities Commission regulates three cornerstone service industries in Minnesota's economy; electricity, natural gas and telephone. The Commission’s mission is to create and maintain a regulatory environment that ensures safe, adequate and efficient utility services at fair, reasonable rates consistent with State telecommunications and energy policies. It does so by providing independent, consistent, professional and comprehensive oversight and regulation of utility service providers.

Primary Duties

Job Summary

• Serve as a policyadvisorto the Public UtilitiesCommissioners, agency leadership and staff oftheCommission, regardinghighlycomplexpolicy mattersinvolving electricity,naturalgas,energyfacilities, andtelecommunications.
• Prepare meeting/hearing messaging and presentation support to the Commission Chair, and at times, other Commissioners; and
• Assist the Deputy Executive Secretary in leading the strategic development of the legislative and intergovernmental priorities of the agency and the communication of those priorities with legislative chairs, members and staff of the Minnesota Legislature, other governmental bodies, and legislative stakeholders to insure budgetary and legislative outcomes reflect agency priorities.

This position is temporary in nature and expected to last a maximum of three (3) years with the possibility of converting to permanent if work need and funding shift.

Please Note: This career opportunity is based at the PUC officesin St. Paul, MN and is not available for full-time remote work. Candidates must be available to appear for briefings and hearings in St. Paul, MN. This position will be required to work onsite or in-person for at least 50% of scheduled workdays each month (including travel and off-site meeting s). *Statewide travel is possible up to 30% of the time.

Experience

Minimum Qualifications

*Five (5) years professional work experience in the following areas:

• Demonstrated understanding or experience with state utility regulation process, issues, and legal framework.
• Demonstrated success in developing and advocating for legislative outcomes.

Knowledge and experience in the following areas will be assessed during the interview process:

• Strong oral and written communication skills sufficient to communicate complicated technical information clearly and present information to Commissioners, Legislator and stakeholders and to lead meetings on complex subjects.
• Interpersonal skills sufficient to mediate, persuade, negotiate, and manage relationships with a wide range of stakeholders, and effectively resolve problems or issues.
• Ability to work in a collaborative manner to accomplish the legislative and policy goals and objectives of the Commission.

*Doctorate degree in Public Policy or Political Science may substitute for two years of experience.

*Master’s degree in public policy, political science, or relevant field may substitute for 18 months of experience.

*Bachelor’s degree in public policy, political science, or relevant field may substitute for one year of experience.

*Associate’s degree in public policy, political science, or relevant field may substitute for may substitute for six months of experience.

Preferred Qualifications

• Master's degree in public policy, political science or related field.
• Experience working at a state utility regulatory agency, Governor’s office, legislative body, energy non-profit advocate or regulated utility.
• Variety of experiences working effectively with others from different backgrounds and cultures.
